SUMMARY:

The Change Management Analyst will lead the planning, development, and execution of change management strategies to support organizational initiatives at SHIIP. This position will oversee a range of concurrent activities that advance the Shared Health Integrated Information Portal (SHIIP) program. The Analyst will assess change impacts, develop communication and engagement plans, coordinate training and readiness activities, and ensure stakeholders are supported throughout transitions. In this role, you will develop and implement change management strategies that maximize SHIIP onboarding, adoption, and usage while minimizing resistance, as well as manage the day-to-day administration of SHIIP users and the enrollment program.

This position plays a key role in supporting SHIIP’s service provider–related activities at Queensway Carleton Hospital, ensuring organizations comply with onboarding requirements and completing analyses to support new deployments. The Change Management Analyst will collaborate with cross-functional teams to promote the adoption of new processes, systems, and practices, monitor progress, and evaluate the effectiveness of change initiatives. This role is critical in ensuring the confidentiality, integrity, and appropriate use of personal health information (PHI) across the organization, working collaboratively with internal and external stakeholders to support SHIIP’s strategic priorities and foster a positive change culture.

RESPONSIBILITIES:

Change Management

  • Develop and apply a structured change management approach to support SHIIP readiness assessments, onboarding, adoption, and ongoing adaptation.

  • Lead the planning, development, and execution of change management strategies for organizational initiatives.

  • Identify risks, resistance points, and performance gaps, and develop mitigation actions to remove barriers to change.

  • Document lessons learned and integrate continuous improvement practices.

Engagement

  • Collaborate with internal teams and external partners to support the adoption of new processes, systems, and workflows.

  • Provide on-the-job support and formal training to new and existing SHIIP users.

  • Engage with prospective SHIIP participants as required to support onboarding readiness and program awareness.

  • Strengthen capacity among existing SHIIP participants through coaching, training, and tailored support.

  • Provide customer-service–focused support as the first line of contact for SHIIP implementation, privacy, and technical inquiries, including triage and escalation when needed.

Program Administration & User Management

  • Manage day-to-day administration of SHIIP users, including account creation, privilege modifications, and user termination/offboarding.

  • Ensure streamlined enrollment and registration processes for users by providing guidance and completing required steps.

  • Educate local sites on SHIIP enrollment, registration requirements, and onboarding processes.

  • Ensure all work is documented and completed in accordance with project standards, methods, and procedures.

Training, Readiness & Workflow Development

  • Coordinate training programs, readiness assessments, and support materials for onboarding organizations and users.

  • Work with SHIIP participants to create workflows and measurement systems to track adoption, utilization, and proficiency.

  • Develop communication tools, technical documentation, Standard Operating Procedures (SOPs), workflow maps, and end-user support resources.

Data Analytics, Reporting & Evaluation

  • Produce reporting and data analytics to support overall SHIIP adoption and track key performance indicators.

  • Monitor progress and evaluate the effectiveness of change initiatives, onboarding processes, and user adoption trends.

  • Support evaluation efforts to capture organizational and clinical value created through SHIIP implementation.

SHIIP Program

  • Oversee concurrent activities that advance the SHIIP program across participating organizations.

  • Support service-provider-related activities at Queensway Carleton Hospital, ensuring compliance with onboarding requirements and readiness activities.

  • Conduct analyses to support new deployments and integration with organizational workflows.

  • Support SHIIP Participation Agreement sign-off processes.

Privacy

  • Ensure the confidentiality, integrity, and appropriate use of personal health information (PHI) across all SHIIP activities.

  • Support participants in meeting privacy, security, and regulatory requirements.

  • Maintain documentation, workflows, and user access controls in alignment with privacy standards and organizational policies.

REQUIREMENTS:

Education & Experience

  • Bachelor’s degree in Business Administration, Health Administration, Organizational Development, Information Management, or a related field (Master’s degree an asset).
  • 5–7+ years of experience in change management, project management, business transformation, or related roles.
  • Experience working in healthcare, government, or complex multi-stakeholder environments is highly desirable.
  • Experience supporting system implementations, workflow changes, or digital transformation projects.

Technical & Methodological Skills

  • Knowledge of change management methodologies (e.g., ADKAR, Prosci, Kotter, or equivalent).
  • Ability to conduct change impact assessments, stakeholder analyses, readiness assessments, and training needs assessments.
  • Strong skills in workflow mapping, process analysis, and documentation.
  • Ability to create training materials, SOPs, communication plans, and end-user support resources.
  • Proficiency with data entry, account management, and working within secure information systems.
  • Strong analytical abilities to generate and interpret adoption metrics and user utilization reports.

Communication & Interpersonal Skills

  • Excellent written and verbal communication skills, including strong active listening.
  • Exceptional interpersonal skills with the ability to build trusting relationships quickly.
  • Skilled in stakeholder engagement, collaboration, conflict resolution, negotiation, and mediation.
  • Ability to work effectively with diverse clinical and non-clinical stakeholders in complex environments.
  • Demonstrated success maintaining productive working relationships in multi-stakeholder healthcare settings.
  • Comfortable working in a fluid environment, valuing diverse perspectives and adapting to changing needs.

Project & Organizational Skills

  • Strong organizational skills with the ability to manage multiple concurrent activities and shifting priorities.
  • Ability to work independently, take initiative, and deliver high-quality outputs with minimal supervision.
  • Detail-oriented with strong documentation and reporting abilities.
  • Ability to identify risks, resistance, and barriers, and propose effective mitigation strategies.

Privacy, Security & Compliance

  • Understanding of privacy principles, PHIPA (or regional equivalents), and security requirements related to personal health information.
  • Commitment to safeguarding confidential information and following strict access protocols.
  • Experience supporting compliance processes, audits, or governance activities is an asset.

Tools & Technology

  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and collaboration tools (Teams, SharePoint).

  • Experience with digital platforms, onboarding systems, user management tools, and information portals is an asset.

  • Comfortable learning new technologies and supporting end users with troubleshooting and adoption.
