Job Description Reporting to the Senior Director, Health & Safety, the Senior Manager, Safety Victoria Shipyards is responsible for the management of the staff Safety Coordinators and Unionized Safety Advisors as well as the implementation and ongoing maintenance of the safety management systems for Seaspan’s Victoria Shipyard. The position will initiate and monitor health & safety management systems, process and regulatory compliance which includes but is not limited to: process, procedures, training, work instruction development and oversight with participation in internal and external audits (i.e. LRQA, COR, etc.)
Note: Due to business needs, this position is required to be fully on-site based at 825 Admirals Road, Victoria. What You'll Do
- Acts as an internal resource for divisional/operational Managers with regards to the company’s health and safety programs and procedures. Monitors and reports levels of compliance to the Senior Director, Health, Safety & Environment.
- Leverages and implements standard processes from industry and works as a team with other business units, health & safety managers and associated department personnel while monitoring and continuously improving on key performance indicators of Vancouver Shipyard.
- Implements the safety management system in line with applicable performance standards through coaching and instruction to Managers and Supervisors on their individual obligations and assisting them to integrate these duties into daily activities.
- Updates and maintains the safety management system on an ongoing basis ensuring it remains current and relevant.
- Works in partnership with VSL management to promote a positive health and safety culture.
- Develops and recommends strategies on the implementation of safety management systems, education and training programs, accident prevention initiatives, industrial hygiene (prevention of exposure), engineering controls, first aid provisions, emergency response, fire safety, accident investigations and injury reporting protocols.
- Assists in the development, implementation, management and support of safety training program(s) improvement for the operational safety of the shipyard.
- Coaches, mentors, develop and manages Safety Coordinators and Advisors.
- Manages the safety team in terms of personal performance, expectations, goals, motivation and team building.
- Establishes actions plans with the Safety Coordinators and conducts quarterly reviews on progress and completion of action items.
- Assists the Senior Director, Health, Safety & Environment on all regulatory appeals - i.e. WCB Orders, Administrative Penalties and Prosecutions, WCB Assessments, and handles all critical incident investigations where there is a risk of significant loss or prosecution.
- Communicates and works with Union leaders on safety policy development and implementation.
- Develops and implements procedures that will ensure consistency during work activities.
- Takes a lead role in risk management, hazard assessment; task analysis training in risk control, corrective actions and supervising effectiveness of new and existing control measures.
- Works in close cooperation with the Abilities Management Coordinator to build effective and consistent injury management and return to work programs for occupational related injuries.
- Inspects the worksite and conducts vessel visits, spends time talking to and listening to employees, communicates how initiatives are being received and how determines their effectiveness with the workforce.
- Ensures that VSL third party safety certifications are maintained for the improvement of a safe and injury free workplace.
- Networks and shares information with various external bodies i.e. local emergency response, fire departments, local council, and WorkSafeBC to ensure sound professional relationships are maintained.
- Partners with Operations Managers and coaches them on how they can contribute and influence change through their own actions. Apprises Operations Managers of new and forthcoming legislative changes and internal program or procedural changes.
- Oversees incident investigations and develops/implements a root cause analysis system. Collects data, develops trends and communicates the common reasons why incidents are occurring in the shipyard.
- Oversees the Intelex program at VSL; ensuring that corrective actions relative to inspections and incidents are dutifully raised, assigned and closed.
- Maintains statistical data analysis, tracking and reporting to the Senior Director of Health, Safety and Environment for all VSL data related to HSE.
- Develops innovative methods to transfer/communicate information to supervisors and employees.
- Researches and implements specific projects as directed by Director, Safety & Environment.
- Additional duties as assigned.
What You'll Bring
- Preferred completion of a diploma or degree in Occupational Health and Safety.
- A minimum of 10 years’ experience with safety management systems and process safety management implementation, preferably in shipbuilding/ship repair, heavy industrial construction, marine transportation or manufacturing industries.
- Preferred completion of professional designation. (I.e. CRSP, CSP, CHSC, ROH, CIH, etc.).
- Strong skills in all MS Office platforms.
- Trades background in industrial construction and/or heavy industry preferred.
- An equivalent combination of education and experience may be considered.
- Solid understanding and application of Health and Safety Regulations in BC and Canada, including WorkSafe BC Regulations and the Workers Compensation Act.
- Ability to successfully implement safety management programs and policies in a multi-union environment.
- Solid understanding of accident causation and prevention.
- Proficient at carrying out internal and external audits.
- Knowledge, training and experience with safety management systems development, auditing, and execution of performance standards (I.e. OHSAS 45001: 2018- Health and Safety Management, ISO 14001:2015 - Environmental Management)
- Demonstrates the ability to work effectively at all levels of the organization and to collaborate with line managers and staff in order to achieve excellent health and safety standards and continuous improvement.
- Strong analytical and problem-solving skills.
- Strong leadership ability and sound judgement skills.
- Ability to develop innovative solutions that will impact behaviour and continually draw focus on personal safety as being the top operating priority.
