The purpose of this position is to ensure the protection of public health and environment, ensuring the Water Act, Water Supply System and Wastewater Treatment Systems Regulations are complied with to ensure systems are operating in a safe manner. The Water and Wastewater Supervisor oversee activities related to inspections, audits, and compliance with the Water Act, Water Supply System and Wastewater Treatment Systems Regulations, as well as activities under the authority of the Well Construction Regulations, and Sewage Disposal Systems Regulations activities.

Duties will include but are not limited to:

  • Reviewing daily water samples results from utilities to ensure water quality satisfactory and there an no risks to Public Health;
  • Managing poor water quality results daily, by being in touch with certified operators, owners, supervisors, senior management and the Chief Public Health Office providing expert advice on actions needed to correct issues related to water quality;
  • Reviewing yearly chemistry sampling results to ensure compliance with regulations and to ensure that all parameters meet Canadian Drinking Water guidelines, providing expert advice for correction with any exceedances;
  • Administer the monitoring and compliance program for Drinking Water Systems ensuring utilities are following with respect to regulatory requirements such proper sampling frequency, location of sampling, types of testing;
  • Reviewing daily wastewater sample results from utilities to ensure wastewater effluent quality is satisfactory with an overall mandate that there are no risks to Public Health or nearby shellfisheries;
  • Managing poor wastewater quality results daily, by being in touch with certified operators, owners, supervisors, senior management and Environment Canada providing expert advice on actions needed to correct issues related to wastewater quality and ensure proper notification to CFIA, DFO and ENV Canada;
  • Review wastewater chemistry sampling results to ensure compliance with regulations and to ensure that all parameters are at acceptable concentrations, providing expert advice for correction with any exceedances;
  • Update licenses, application forms, website descriptions as it pertains to the activities related to the Water Act and coordinate the changes to the web developer for our department’s section duties;
  • Review water and wastewater operator certification exam applications monthly to ensure the candidate meets certification criteria;
  • Issue water and wastewater certification certificates to successful candidates of the exam with signing approval;
  • Maintain the operator information and licensing records on the section database;
  • Facilitate require training sessions for water and wastewater operators and small water system operators;
  • Other duties as required.

Minimum Qualifications:

  • Must have an engineering degree from an accredited university and be eligible to be enrolled with Engineers PEI as Professional Engineers (P.Eng.).
  • Considerable experience in water and wastewater systems design, construction, and operation (municipal, commercial and industrial).
  • Considerable knowledge of wastewater treatment process and understanding of environmental impacts.
  • Considerable oral and written presentation to co-workers, utilities, public representatives and general public.
  • Experience with mapping and database management would be an asset.
  • Proficient in the use of software such as Excel, MS Word, Power Point, ARC GIS.
  • Excellent verbal and written communication skills is a requirement.
  • Considerable supervisory experience is required.
  • Valid driver’s license.

Other Qualifications:

  • Position requires vaccinations as recommended by the Chief Public Health office for working around wastewater or willingness to obtain the recommended vaccinations.
