The Seniors’ Advocate office is an independent office of the Legislative Assembly of Manitoba and is responsible for identifying, reviewing and analyzing systemic problems affecting seniors in Manitoba and making recommendations for positive change.

The Intake and System Navigator is responsible for receiving and assessing all requests for services according to office policies, procedures, and under the terms of The Seniors’ Advocate Act. The Intake and System Navigator has expertise and knowledge of seniors’ issues and seniors’ care in Manitoba and provides appropriate and timely information, including referral information as appropriate. The incumbent acts as liaison with community seniors’ groups and other service organizations, developing and delivering public education to seniors, caregivers, and service providers to enhance the community’s awareness of the role and mandate of the Seniors’ Advocate Office. The position assists members of the public, including community organizations in developing their own advocacy strategies.

Duties:

Reporting to the Seniors’ Advocate or designate, the Intake and System Navigator plays an integral role in receiving and responding to questions, inquiries, and complaints about seniors’ services and issues, and in responding to requests for public education. The incumbent will provide and recommend intervention strategies, referral information, coordinate service plans where appropriate and monitor outcomes. The incumbent is the primary point person on the team for up-to-date information on seniors’ services in Manitoba and is the referral point in the office for public education requests. This position has a direct and broad impact on systemic service delivery.

Qualifications:

Essential skills/expertise:

  • Bachelor of Social Work, Nursing or an equivalent relevant post-secondary degree and experience providing direct service to seniors or an equivalent combination of education and experience.

  • Extensive knowledge and understanding of seniors’ issues and seniors’ services in Manitoba.

  • Knowledge and understanding ofThe Seniors Advocate Act, thesystemic advocacy principles, and seniors’ rights.

  • Experience managing a wide variety of complex, difficult and sensitive cases and public educational activities

  • Exceptional customer service skills, including but not limited to problem identification, problem solving, dispute resolution and mediation skills in resolving issues at many different levels (interpersonally and systemically) through gaining cooperation and commitment of others.

  • Superior ability to effectively communicate, verbally and in writing, particularly with seniors, their families, caregivers, and service providers.

  • Demonstrated experience in public speaking and public relations.

  • Working knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures, with respect to the provision of culturally appropriate services.

  • Excellent interpersonal skills with proven experience working within and contributing to a respectful and inclusive workplace that includes principles of anti-oppression and truth and reconciliation.

  • Ability to exercise sound judgement with significant independence within the parameters of the Seniors’ Advocate Act mandate, policies and procedures and the ability to maintain strict confidentiality and use diplomacy.

  • Strong organizational and time management skills, with demonstrated experience working independently and as part of a team.

  • Competency in software including Microsoft 365 and data collection software.

Desired skills/expertise:

  • The ability to communicate in French and/or in one of Manitoba’s First Nations languages.
