The Ministry Agriculture helps the agriculture industry manage risk and enable a globally competitive, thriving and sustainable agriculture and food sector by supporting farmers, ranchers and agri-businesses. The ministry enables a prosperous, market-driven agricultural industry through a supportive legislative framework, policies, programs and services. Key priorities for the ministry include growing the primary agriculture and value-added sectors as well as improving the agriculture sector’s long-term resiliency and public trust.

The Opportunity

The Government of Saskatchewan is seeking a visionary and strategic senior executive who is committed to building organizational value through leadership, collaboration, and results.

This Assistant Deputy Minister role offers an ideal opportunity for a highly skilled, collaborative senior executive to provide strategic leadership, advice and direction to programs and services to support the agricultural industry. You will work in collaboration with key stakeholders to ensure we continue to support the long-term growth, competitiveness and sustainability of Saskatchewan’s agriculture sector.

Based in Regina, the position will allow you to leverage your leadership skills, passion, and technical expertise with a ministry that holds deep-rooted values of Respect and Integrity, Serving Citizens, Excellence, and Innovation, and Acting as One Team.

Assistant Deputy Minister Responsibilities

Reporting to the Deputy Minister of Agriculture, the Assistant Deputy Minister oversees the development and delivery of strategies, policies, and programs related to supporting Saskatchewan’s agriculture industry to ensure they are well-positioned to take on challenges and build for future success. The ADM will provide corporate direction and leadership to the use of Crown land to promote sustainability and integrated use, farm land ownership policies and support to the Farm Land Security Board, and to the regional delivery of services and regulatory oversight of many of the Ministry’s Acts and Regulations.

As part of the organization’s executive team, Assistant Deputy Ministers share responsibility for the development, planning and implementation of a strategic direction that aligns with the Saskatchewan Plan for Growth and ensures a ministry-wide perspective is incorporated into the delivery of programs and services.

The Assistant Deputy Minister is responsible to:

  • Operationalize the Ministry’s vision and mission in collaboration with the work of all branches across the Ministry to ensure consistency with government goals;
  • Provides strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Deputy Minister on functions, activities and issues;
  • Represent the Ministry and province on various committees and task forces to provide input and perspective on program initiatives and policies;
  • Manage fiscal and human resources to ensure the effective use of resources in meeting Ministry plan objectives;
  • Lead, coach, and mentor a senior management team to achieve ministry plan strategies;
  • Lead strategic change initiatives to ensure clear alignment with priorities, effective implementation and sustainable business impact; and
  • Participate as a team member or leader with other government ministries to ensure cross-ministry initiatives and the corporate goals of government are achieved through a one-team approach.

Background and Competency Requirements

This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of public policy development; and/or program and service delivery. In addition, you will have:

  • A solid track record of building and maintaining credible, collaborative relationships across a diverse group of internal and external stakeholders;
  • In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;
  • Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice, with a high degree of innovation and accountability;
  • Demonstrated consensus building skills, strong leadership and team building skills, with an ability to mentor and develop staff and build organizational community; and,
  • Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
  • Sound judgment and diplomacy skills to handle sensitive files and functions in a political environment.
