Located in Ottawa and established in 1961, the CBC Pension Board of Trustees (the “Pension Board”) is responsible for administering the CBC Pension Plan (the “Plan”) on behalf of CBC/Radio-Canada, Canada’s national public broadcaster. The Pension Board is committed to providing secure and sustainable retirement benefits to Plan members while ensuring long-term funding stability.

Serving over 20,000 members and managing more than $8 billion in assets, the Plan is overseen by a dedicated team of 24 investment and operational professionals under the leadership of the Managing Director/CEO. The Plan maintains a diversified investment portfolio spanning public equities, fixed income, real assets, private equity, and private debt—with approximately half of the assets managed internally.

Position Overview We are seeking an experienced and forward-thinking Senior Manager, Risk Management to lead the development and execution of the Plan’s investment and operational risk management framework. Reporting to the Managing Director/CEO, this individual will serve as the senior risk advisor to management and play a key role in strengthening the Plan’s risk governance and control environment. The Senior Manager, leads the development and execution of enterprise-wide risk frameworks, ensuring alignment with regulatory requirements and industry best practices, and supporting prudent decision-making across investment and operational functions.

As Senior Manager, you will oversee and continuously enhance the Plan’s risk identification, assessment, and monitoring systems. You will provide risk leadership across strategic asset allocation reviews, investment oversight processes, and compliance protocols, maintaining a strong internal control environment and risk-aware culture. The role includes a significant focus on investment risk management. This role also supports the education of senior management and staff on risk trends and elevates the maturity of risk processes to match the scale and complexity of the Plan. The ability to synthesize complex risk data into actionable recommendations and communicate them effectively to a wide range of stakeholders is critical to success in this role.

Key Responsibilities Include

  • Lead the design, implementation, and continuous enhancement of the Plan’s investment and operational risk management framework.
  • Monitor and evaluate risk exposures across portfolios, ensuring compliance with internal policies and regulatory requirements.
  • Provide strategic counsel and expert risk reporting to senior management and the Pension Board.
  • Evaluate investment risks and actively contribute to monthly investment management meetings.
  • Maintain and evolve the Plan’s Risk Register, identifying and addressing emerging risks.
  • Oversee control self-assessments, compliance monitoring, and exception reporting processes.
  • Monitor investment activities for adherence to governance frameworks, recommending corrective actions as needed.
  • Support Strategic Asset Allocation reviews through scenario-based risk analysis and modeling.
  • Lead risk-focused projects and contribute thought leadership to strengthen risk governance and awareness across the organization.
  • Educate internal teams on risk awareness and promote a strong, organization-wide risk culture.
  • Champion a continuous improvement mindset to advance risk management practices and maturity.

Qualifications

  • University degree in Business Administration, Economics, or related area.
  • Post graduate qualifications (Masters, CFA, FRM, CPA) preferred.
  • Experience (5-7 years) in risk management, with knowledge of investment management principles, tools, and techniques.
  • Demonstrated analytical and quantitative skills, including experience with risk modeling and report interpretation.
  • Proficiency in business software applications.
  • Excellent written and verbal communication skills, with the ability to present complex issues clearly to senior stakeholders.
  • Proven ability to lead and develop staff, while also working effectively both independently and within a team.
  • Ability to work both independently and collaboratively, demonstrating excellent business judgement, leadership, a high degree of integrity, and interpersonal skills.
  • Strong organizational skills, sound business judgment, and a high degree of integrity and professionalism.
  • Bilingualism in English and French is an asset; English proficiency is essential.
  • Occasional travel may be required.
