Regional District of East Kootenay Environmental Services Manager

As a vital member of the RDEK’s operations leadership team, the Environmental Services Manager (Manager) plays a central role in delivering high-quality public services that support the region’s environmental stewardship, community well-being, and long-term sustainability. This forward-thinking leader oversees a diverse portfolio of services—solid waste management, parks and trails, recreation, invasive plant control, mosquito control, and airport operations—ensuring these programs remain responsive, efficient, and aligned with regional priorities.

Reporting to the General Manager of Operations, the Manager provides strategic and operational leadership for the Environmental Services Department. This position is responsible for the development and implementation of departmental policies, operational plans, capital and operating projects, and budget oversight. The Manager exercises considerable independent judgment while ensuring that services are delivered safely, effectively, and in accordance with Board direction, relevant legislation, and organizational standards.

In addition to operational oversight, the Manager excels in building strong relationships and fostering effective communication across the organization and with the public. The Manager engages with the RDEK Board, municipal councils, community partners, contractors, government agencies, and residents to ensure programs and initiatives are collaborative, transparent, and community focused. As a leader of a diverse team of professionals, the ideal candidate is an innovative, solutions-oriented manager who cultivates a culture of safety, accountability, and excellence while delivering high-impact, sustainable environmental services.

QUALIFICATIONS

  • Completion of a Civil Engineering Technology/Technical program with certification as a Technologist in British Columbia.

  • Landfill operations training and other relevant certifications.

  • At least eight years of related experience in a local government setting, with at least five years in a supervisory or management role.

  • Possession of a valid British Columbia Driver's Licence.

KEY SKILLS AND ABILITIES

  • Thorough knowledge of solid waste management, parks and trails, invasive plant control programs, mosquito control programs, and small airport operations.

  • Deep understanding of engineering principles and regulatory requirements related to solid waste facility design, construction, and operation.

  • Strong leadership and supervisory skills with the ability to mentor staff, promote safety, and foster a positive and productive work environment.

  • Demonstrated ability to manage complex projects, ensuring that objectives, budgets, and timelines are achieved.

  • Expertise in preparing, interpreting, and administering reports, agreements, contracts, bylaws, and policies related to department responsibilities.

  • Proficiency with Microsoft Office and general software tools used for reporting, scheduling, and department planning.

  • Strong communication skills, with the ability to work diplomatically and collaboratively with elected officials, employees, contractors, stakeholders, and the public.

  • Ability to manage sensitive and confidential matters with discretion.

  • Strong organizational skills and the ability to balance competing priorities effectively.

The RDEK offers a great work environment and an attractive total compensation package, which includes a competitive salary, excellent benefits and learning opportunities. This is a permanent, full-time (35 hours per week) exempt position with an annual salary range of $97,388.20 to $121,230.20, with up to an additional 180 hours of compensation annually ($107,020.00 to $133,220.00). This position is based out of our Cranbrook Office.
