The Role The Manager Capital Projects manages the project execution function across Gibson Canadian and US assets and ensures budgeted growth capital project scopes are delivered safely, cost effectively and on time. This role is closely integrated with Business Development and Commercial teams for both greenfield and brownfield growth projects providing execution services, as well as with Operations teams for capital maintenance projects.

The candidate has experience Managing a Capital Projects team ensuring execution discipline, consistency, and cross-functional integration.

What You Will Do

  • Ensuring alignment of the proposed annual capital growth budget scopes and estimates with the realities of project execution in terms of scope, cost and schedule, both at portfolio and at an individual project level.
  • Successful project development and execution of a total capital projects portfolio of $300+ million annual spend, consisting of projects from $200K to over $150 million total installed cost.
  • Establishing the organizational model required to support effective capital projects delivery and hiring, training, developing and managing performance of project and construction management resources under their direct leadership.
  • Leading, directing and monitoring effective prioritization, planning and resource allocation to portfolio of capital projects under their responsibility to ensure both portfolio level and individual projects are consistently delivered in alignment with or exceeding expectations in terms of safety, scope, cost, schedule and quality performance.
  • Develops and implements an execution strategy for projects that optimizes performance against business objectives and ensures operational success.
  • Establishes a strong risk management culture with emphasis on early risk identification and mitigation.
  • Leads, oversees the work and manages performance of all team members under their direct leadership including supervisors, project managers, project engineers and construction managers.
  • Guides the development of project execution plans, as well as procurement strategies, providing overall guidance and final validation of the project estimates which are used by Gibson’s senior leadership to make timely and informed decisions on growth capital allocation.
  • Monitors project and portfolio level performance in terms of safety, schedule, cost and quality, and implementing corrective actions, as needed.
  • Ensures regulatory compliance for all facility designs as well as adherence to good engineering practices including the Professional Practice Management Plan (PPMP) and Engineering Design Quality Management Program (EDQMP) as one of the Responsible Members under Gibson’s APEGA Permit to Practice.
  • Ensures that capital projects are completed with sound project management principles and in a cost-effective manner following the Gibson Management of Change process.
  • Manages Gibson’s project delivery governance, by collaboratively developing, implementing, and continuously improving Asset Delivery Framework (Gibson project delivery methodology) to ensure fit for purpose and consistent execution across all facilities. Establishes elements of governance including processes, roles and responsibilities, governance requirements and competencies.
  • Develops and fosters strong, trusting relationships with internal and external stakeholders (i.e. Operations, Commercial, Project Execution, Operations Services, EH&S, SCM, EPCs, vendors, etc.)
  • Establishes strong relationships with specialized engineering, procurement and construction (EPC) service providers to enable agile and responsive solutions to deliver competitive projects.
  • May perform other duties as assigned.

What You'll Bring To The Role

  • Current registration in good standing with APEGA or APEGS as a Professional Engineer (P.Eng.) is required.
  • PMP (Project Management Professional) certification is considered an asset.
  • Minimum 15+ years of experience in the design, procurement, project management, construction, and/or operation of oil processing and/or storage and handling facilities. Experience with additional facility types including crude oil terminals, pipelines, and Natural Gas Liquids (NGL) facilities is considered an asset.
  • Minimum 5+ years in people leadership role(s), with demonstrated results in terms of creating high-performance collaborative and engaged teams delivering exceptional, innovative results.
  • Strong experience in overseeing and managing cost, schedule and scope delivery at portfolio level.
  • Demonstrates strong technical acumen to quickly analyze situations, applies exceptional critical thinking to make appropriate, well-thought-out recommendations, and effectively communicates them, both internally and externally.
  • Exhibits strong practical project management skills, including project scope, cost, schedule and risk management, coupled with exceptional stakeholder engagement skills.
  • Has the ability to set expectations on and train, coach and mentor their team members in these areas to drive discipline, exceptional performance and innovation. Committed to mentoring junior project managers, construction managers, and engineers.
  • Ability to coordinate and guide to conclusion multiple initiatives in parallel, while ensuring alignment of their outcomes with business strategy.
  • Ability to effectively manage numerous concurrent and varied expectations while having the ability to prioritize stakeholder objectives in the context of complex cross-functional challenges.
  • Strategic thinker, focused on understanding how technical solutions, asset constructability, operability, maintainability and reliability impact Gibson and the broader industry, capable of articulating the unique opportunity they present to educate and influence senior leadership.
  • Demonstrates excellent interpersonal, organizational, communication and analytical skills.

Working Conditions

  • The majority of the work is performed in an office environment.
  • Travel to site locations in Canada and the US is required; approximately 15%.
