About the role
The Enterprise Data Analyst III, Data Specialist provides senior-level leadership in enterprise analytics by shaping and advancing the County’s data strategy. This role is responsible for designing and governing enterprise analytics and BI platform data architecture, establishing standards for business intelligence (BI), and ensuring high-quality, trusted data across the organization.
As a technical leader, this position translates complex business needs into scalable data solutions that support self-service data analytics, artificial intelligence, and data-informed decision-making. The role also contributes to building data literacy across the organization by mentoring team members, collaborating with business partners, and fostering a strong data-driven culture.
Key Responsibilities:
- Leads the design, development, and governance of enterprise Business Intelligence data layers, ensuring scalable, consistent semantic models and certified datasets across the organization
- Establishes and enforces enterprise standards for modelling, KPIs, DAX, and naming conventions while delivering advanced performance optimization across BI datasets and models
- Ensures raw data from multiple source systems is cleaned, standardized, validated, and transformed into reliable analysis-ready datasets through automated data pipelines, supporting accurate and trusted reporting across the organization
- Provide technical leadership, mentorship, and coaching to data analysts and business users to strengthen data literacy
- Collaborate with cross-functional teams to translate business needs into scalable, high-value data solutions
- Act as a strategic advisor to leadership on data, analytics, and modernization opportunities
- Drive continuous improvement through automation, innovation, and best practices
- Support and expand self-service analytics capabilities and enterprise BI adoption
- Lead BI visualization strategy and dashboard and reporting development using tools such as Power BI
- Ensure compliance with data governance, security, and organizational standards
- Contribute to the enterprise analytics roadmap, platform optimization, and cost-effective BI delivery
- Foster strong relationships across teams and contribute to a collaborative Data Community of Practice
- Staying current with technological developments in software development, systems support, and user support practices, ensuring the adoption of best practices as they evolve due to the dynamic nature of public IT offerings
Qualifications and Skills:
- Post-secondary Degree in Computer Science, Data Science, Computer Engineering, Information Systems, or a related discipline and 6 years’ experience in a senior enterprise data analytics/BI specialist/architecture role or an IT related Post-secondary Diploma and 8 years’ progressive experience in an enterprise data environment.
- Minimum 2 years of experience in BI data architecture, enterprise data modelling, semantic layer design and performance tuning, integrations, cloud analytics development, and enterprise analytics
- Demonstrated experience deploying and operationalizing BI data governance standards, modeling guidelines, semantic conventions, and KPI/DAX governance
- Proven hands‑on experience with modern BI and data platforms such as Microsoft Fabric, Power BI, Azure, Databricks, Synapse, or Snowflake
- Experience working within ITIL‑based change management, incident management, and service management processes
- Advanced knowledge of data modelling, including star schema, role‑playing dimensions, semantic model design, and best practices for enterprise analytics
- Advanced Power BI solution delivery capabilities, including enterprise scale reporting, reusable design systems, accessibility and usability standards, and consistent user experience
- Proficiency in ETL/ELT development, integration patterns, APIs, and orchestration tools
- Python experience is an asset
- Ability to translate business requirements into scalable technical data solutions
- Working knowledge of data governance, data quality, and data management best practices
- Ability to collaborate with cross-functional teams and manage multiple priorities in a complex environment
- Demonstrated coaching and mentorship abilities
- Strong communication and stakeholder engagement skills
- Strong analytical, problem-solving, and strategic thinking abilities
