Teachers Retirement Association (TRA) has been administering pension coverage to Minnesota educators for decades, with a mission to help members and their beneficiaries plan for an independent and financially secure retirement. We are currently seeking job candidates with strong information technology application development experience and interpersonal skills for our Application Development Supervisor role.
Our Application Development Supervisor role exists to supervise a team of .Net Developers who perform work related to the analysis, design, development, maintenance, and implementation of TRA's proprietary pension application system, TRA.Net. The TRA.Net application is developed, customized, and maintained internally using .Net technologies, and it is used by TRA staff, members, and employer units (which includes public schools, charter schools, and Minnesota State colleges and universities). As the Application Development Supervisor, this position is accountable for assigning daily tasks and projects, monitoring work progress, and ensuring deadlines are met. The incumbent will also coordinate with end-users, Quality Assurance (QA) staff, and Business Analyst (BA) staff to ensure code development and deployment of TRA.Net enhancements are in alignment with business processes, software services, and configuration management.
This position is located in our St. Paul, Minnesota office and will require the incumbent to work a schedule that includes in-person work.
Minimum Qualifications
Four (4) years of progressive work experience in supporting an open-source developer platform, such as .NET Technologies.
The following technical knowledge, abilities, and experience must further be demonstrated:
Knowledge of application development principles and proficiency in programming language, such as C#, ASP.NET, and Entity Framework. Knowledge of project management processes, such as change management, plan development, risk assessment, team building, time management, resource management, coaching and/or mentoring. Experience overseeing the full application development lifecycle using platforms, such as .Net Technologies. Experience managing application roadmaps, such as addressing modernization, integration, process optimization. Experience overseeing the planning, technical design, development, integration, testing, deployment, and ongoing support for custom applications using open-source developer platforms, such as .Net technologies. Experience supervising staff and/or leading staff in major enterprise projects. Experience leading structured development and deployment processes, including automation, development operation pipelines, source control, and change management practices. Ability to deliver effective verbal or written communications to diverse audiences, ranging from technical to non-technical backgrounds. Strong interpersonal and leadership skills necessary to collaborate on enterprise projects and initiatives; influence others to resolve conflicting viewpoints; motivate, coach, and/or provide constructive feedback to employees; and champion a work culture that advocates for inclusion.
Successful candidates must also possess the ability to secure their transportation for in-state business travel and/or conferences. Travel may be required up to 10% of the time for this role.
Preferred Qualifications
Bachelor's degree in Computer Science, Information Technology, Software Engineering, Management Information Systems, or a closely related field.
Demonstrated ability to translate complex business requirements into technical IT solutions.
Experience supporting .NET Technologies.
Experience within public sector or large enterprise environments with an emphasis in IT governance, standards compliance, budgeting cycles, and/or formal change management.
Experience managing and/or supervising a team specifically focused on IT functions, such as Development, Applications, or Quality Assurance.
Physical Requirements
This position requires occasional transporting of articles such as file folders, ledgers and/or small tools. May be required to move or maintain a stationary position for long periods of time.
