ABOUT THE ROLE

Reporting to the Director, Roads, Traffic and Fleet is responsible for managing and coordinating the activities of the corporate fleet for the Region, including repairs, preventative maintenance, refurbishing, procurement/acquisition, disposal of fleet vehicles and specialized equipment. Liaise with corporate customers to provide expertise on issues related to vehicles and equipment specifications and utilization. Coordinates branch involvement in the corporate Emergency Operations Centre and oversees the Branch’s Emergency Operations Centre including spill response. Develops strategic policy and operational planning for fleet greening and energy management. Manages the operations of the service garage, mobile repair service, corporate fuelling stations and parts inventory, ensuring Commercial Vehicle Operator’s (CVOR) registration and fleet regulatory compliance. Oversees operator training policies and programs. Responsible for regulatory sign manufacturing, including graphic design, manufacturing and vehicle branding.

WHAT YOU'LL BE DOING

  • Manages corporate and contracted fleet preventative maintenance, repair, procurement and disposal of vehicles and equipment.

  • Prepares strategic master plan, with recommendations for the Director, for vehicle fleet program to integrate with operational, tactical, and strategic corporate client group needs.

  • Consults with staff to analyze work functions to determine specifications and maintenance practices for vehicles.

  • Ensures CVOR compliance and oversees accident investigations and cause determination.

  • Researches, develops and maintains specifications relating to vehicle and equipment procurement.

  • Directs activities of the service garage, mobile repair service, fueling facilities and parts stockroom.

  • Manages fleet 24/7 fuel requirements through supply and maintenance of independent fuel facilities ensuring compliance with all provincial legislation safety requirements and standards.

  • Completes annual licensing of Region vehicles and directs annual CVOR safety inspections.

  • Performs other duties as assigned to meet Departmental goals and program/service objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a Community College Diploma in Business Administration, Civil Engineering, or related field or approved equivalent combination of education and experience.
  • Completion of or ability to obtain a Certified Automotive Fleet Manager (CAFM) designation.
  • Minimum five (5) years demonstrated experience in fleet management experience including experience in facilities management, strategic planning and financial management and demonstrated minimum of two (2) years of direct supervisory experience.
  • Knowledge of fleet management principles including asset, business, financial, maintenance, risk, vehicle fuel and fleet information management.
  • Knowledge of sign manufacturing, including signage from the Manual of Uniform Traffic Control Devices and knowledge of road pavement markings.
  • Knowledge of municipal purchasing policies, guidelines, and regulations.
  • Working knowledge of Municipal Emergency Management and Emergency Operations Centre roles, functions and activities.
  • Demonstrated knowledge of fleet management, road maintenance and environmental services processes and practices.
  • Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
  • Ability to demonstrate the Region’s leadership and corporate core competencies.
  • Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
  • Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
  • Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
  • Ability to organize and coordinate technical operational work units, to ascertain and monitor work priorities and assess completed work in compliance with appropriate standards.
  • Ability to assess/interpret drawings, specifications, schematics and operational manuals.
  • Advanced skills in MS Office Suite and use of virtual platforms. Knowledge of fleet management software.
  • Strong leadership to proactively engage in accessibility, diversity, equity and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
  • Valid Ontario Class “DZ” drivers' licence and reliable vehicle for use on corporate business.
  • Satisfactory Police Criminal Background Check.
  • Ability to work outside regular hours, as required.
