The Strategic Initiatives and Program Support (SIPS) Branch is seeking a program manager for the Authority and Stakeholder Relations Unit. SIPS coordinated strategic initiatives across the child and youth service system, and works in collaboration with other departments and stakeholders to achieve the priorities of government. SIPS provides program and policy analysis, as well as funding oversight, for initiatives that better support outcomes for children and families in Manitoba.

Qualifications:

Essential:

  • Post Secondary degree in social sciences or a relevant specialized discipline with related experience. Other combinations of education and related experience may be considered.

  • Experience in human resource management and supervising staff at the policy or program level.

  • Strong financial acumen with experience in budgeting and financial management of social services funding utilizing evidence based outcomes.

  • Experience with project management and strategic planning processes to support the organization through system and program changes.

  • Written communication skills with the ability to write clearly and persuasively.

  • Verbal communication skills with the ability to articulate messages in a clear and consistent manner and to resolve conflict constructively.

  • Interpersonal skills with the ability to build relationships, in order to co-ordinate and prioritize multi-system activities.

  • Strong critical thinking skills including the ability to analyze complex problems and make decisions based on data and sound judgement.

  • Experience working with Microsoft Office (Outlook, Work, Excel, Power Point and other various computer applications).

  • Knowledge of legislation, policy and practices; and have experience and advanced subject matter expertise regarding the continuum of child and youth services.

  • Knowledge of governmental, departmental, divisional and branch responsibilities, policies and goals related to child and youth services.

Duties:

Reporting to the Executive Director, Strategic Initiatives, the Authority and Stakeholder Relations Manager is responsible for establishing and managing effective working relationships with the Authorities and their respective mandated child and family services agencies, as well as with non-mandated agencies, and other stakeholders. The Manager takes a strategic leadership role in the establishment, coordination, management, and completion of initiatives and special projects. Leads a team of analysts to facilitate the development of foundational standards, policies, and programs that enhance child and youth services system throughout the province.
