About the role

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. The role is responsible for one or more portfolio of projects (e.g. Justice, Roads and Highways, Healthcare, Public Works). This includes supporting the projects in the communication, education and implementation of the Infrastructure Ontario (IO) Cost Control framework internally and externally. The role will also deliver directly on a small subset of Projects that are deemed to be critical/complex, performing day-to-day project level Cost Control functions.

What You Will Do:

  • Oversees/perform the work on updating of the cost workbook for reporting actual cost, accruals and commitment for each line item within the Cost Breakdown Structure (CBS).
  • Assist the Specialists in solving any issues and in setting / facilitating meetings with stakeholders to validate the information log into the workbook (note: this is a Lead for the work; not people management).
  • Explains and guides delivery teams through the delineation and treatment of Risks, Issues, Claims and Variations through the change management process.
  • Facilitate change control process for changes in both implementation and pre-implementation phases of the project
  • Manages Delivery Teams contributions and engagement to develop appropriate issue log, updated change and claim log that will derive the calculation of Estimate At Completion (EAC).
  • Ensure quality and consistency of such outcomes between project(s) within the assigned scope of work and introduce areas that can help the project team to improve the EAC in comparison with the original budget.
  • Delivers Cost Control training pertaining to the IO Cost Control Framework, including presentations on cost control process, definitions, and linkage to change controls & contingency drawdown.
  • Develop Cost Control and Change management plans, procedures, guidelines and contribute in optimizing cost control framework
  • Directly support deployment and delivery of processes within the Framework for a number of Projects within a given Asset Classes.
  • Oversee the implementation of the consistent Cost Control framework across the assigned Asset Classes and collaborate with stakeholders in various internal and external groups to gain consensus and adherence to a common Cost Control practice.
  • Develop and analyze metrics for project reporting related to the cost control process, contingency usage/drawdown, Estimate at completion calculation, etc.
  • Deliver directly on a small subset of Projects that are deemed to be critical/complex, performing day to day project level Cost Control functions.
  • Work with other departments such as Finance and Budgeting groups to ensure an integrated cost management system is implemented
  • As required, implements and monitors the change control process and updates to the change control logs for both transaction and construction phases of projects, adjusting for asset classes/delivery models as necessary.
  • Work with Kahua, IO’s internal Project Management Information System (PMIS), to deliver support and assist with enhancements to business processes across various cost-related applications within the PMIS.

What We’re Looking For:

  • Several years of experience implementing both Cost Control and Change Control concepts into Capital Projects and working with project teams to implement Cost and Change Control initiatives.
  • Experience applying Cost Controls Framework and associated connections to the centralized Project Controls guidelines within the context of project-specific problems and circumstances.
  • AACE-CCP and PMP Certifications are preferred.
  • Experience collaborating with internal and external stakeholders to influence and gain consensus and adherence to a common Cost Control framework is required.
  • Background in Engineering, Construction or big capital project experience is required.
  • Proficiency in Microsoft Excel is necessary and ability to use and update Power BI dashboard is an asset.
  • Background in implementation of the cost and change control features in PMIS application is an asset.
  • General knowledge of the Project Control topics such as EV management, Risk analysis, Progress measurement are assets.
  • Strong problem-solving skills and a proactive approach to addressing issues are essential.

We offer a competitive salary range of $104,400 to $156,600 (PM3 level), pay will align with skills, knowledge and experience of the candidate.
