Comptroller, Financial Services
About the role
TheComptroller is a full-time continuingrole primarily responsible for the provision of Financial Services to the University of Winnipeg community. Financial Services provides all accounting services and financial reporting for the University including banking and cash disbursements, student accounts receivable, accounts payable, budget control and trust accounts.
Responsibilities:
Financial Reporting and Financial Analysis
- Prepare and/or review monthly, quarterly and annual financial reports and accompanying analysis for distribution to departments, senior management and Board Committees.
- Coordinate the development of University’s Annual Report.
- Provide variance analysis of monthly financial statements in consultation with the Executive Director of Budgets and Executive Director of Financial Reporting.
- Provide supporting documentation to financial statements.
- Oversee the production of financial reports on capital projects for project managers and the Board of Regents.
- Support the Executive Director of Budgets in the development and monitoring of the annual operating budget.
- Oversee and support financial reporting for researchers and research grant funders to facilitate appropriate oversight, internal control and accountability.
- Oversee the receipt and expenditure of trust funds, ensuring proper communication between the University of Winnipeg Foundation, Financial Services and departments.
- Develop Accounting Policies and Procedures for the University.
- Coordinate the preparation of audited financial statements and working paper files.
- Administration of the University’s financial management systems through the develop functional reports for managers and senior executives, ensuring training is provided to system users, and ensuring appropriate segregation of duties in the system
- Ensure intercompany transactions with related parties are regularly reconciled, and consolidations performed.
- Ensure proper accounting, reporting and financial controls are in place over capital projects
Management of Financial Services Department
- Hire, manage, discipline, mentor, train and motivate Financial Services staff to effectively support the University’s objectives.
- Resolve personnel issues that may arise.
- Manage the Financial Services budget and resources efficiently and effectively.
- Ensure Financial Services staff provide responsive, courteous and efficient service to the faculty, staff, management and students of the University.
- Responsible for ensuring an effective and efficient purchasing function at the University, balancing internal control and cost containment with ease of use for the departments.
- Ensuring collaboration with other Universities and public sector bodies where possible.
Provision of Financial Support and Advice and Other Duties:
- In cooperation with and leadership of the Financial Services team:
- Respond to enquiries from the University community.
- Provide staff training on financial systems and reporting.
- Assist departments in interpreting monthly and annual reports
- Provide support in developing financial plans and business cases.
- Assist departments with year-end cut-off and closing procedures.
- Provide special reports to departments as needed.
- Support Internal Control procedures and environment throughout the University
- Bank signing authority for the University.
- Develop the financial knowledge capacity of staff across the University
- Member of VP Finance & Administration Senior Team.
- Committee Membership for Affiliated entities.
Qualifications:
- Professional accounting designation.
- Undergraduate Degree, Graduate Degree would be an asset.
- Must have a minimum of 10 years of related accounting experience as well as 5 years of management experience
- Must be proficient in MS Excel and MS Word, Financial Accounting Software
- Experience with MS Dynamics NAV would be a benefit
- Experience with Power Bi would be a benefit
- Must have significant experience in the preparation of year end audited financial statements and year end audit files.
- Experience in a University setting would be an asset.
- Experience in managing a similar sized department in a large organization would be beneficial.
- Experience preparing written documents communicating complex financial information to a Board of Directors preferred.
- Experience presenting financial information to an Audit and Finance Committee preferred.
- Must have highly developed planning and organizational skills.
- Must have effective listening, oral, and written communication skills.
- Must be experienced and proficient at interpreting accounting rules and applying them to new transactions.
- Must be able to assess priorities, analyze and diagnose problems and resolve.
- Must be able to meet deadlines.
- Must be able to accurately interpret tax regulations.
- Must be able to understand and interpret University policies and make independent judgements within the guidelines of University policy.
- Must have the ability to provide leadership, motivation and direction to staff.
An equivalent combination of education, experience, skills, knowledge and abilities may be considered.
Condition(s) of Employment:
- Must be legally entitled to work in Canada.
The salary range for this position will be from $134,729 to $170,671 annually.
**Note:**The work described in this posting will be conducted in-person, with an opportunity to apply for Remote Work for up to two (2) days per week.
