This is a temporary assignment with an expected end date of September 2026.
Position Description
Major Responsibilities:
- Provides assistance in financial reporting, monitoring and budget control for central schools operating unit. Verifies monthly financial reports and monitors expenditure reports in relation to the approved budgets. Identifies significant actual or forecast budget variances and seeks explanations for same. Prepares budget transfers, forecast adjustments and journal entries.
- Runs Oracle/Insight (and other systems) financial and information reports monthly in order to compile monthly, quarterly and annual financial reporting. Develops and prepares financial reports for central schools operating unit.
- Assists in the coordination of school based staff allocation information and establishes the school based teaching and support staff RAM distribution table.
- Monitors and updates the school based teacher and support staff table to ensure appropriate charge of staffing expenses to various cost centres.
- Supports, as required, with RAM analysis along with maintenance of all RAM related areas. Assists in the completion and verification of changes to accounts and monitoring of allocation amounts within the RAM. Prepares adjustments and transfers as required.
- Collaborates with Position/Employee Management group (and others, as necessary) with the verification and reconciliation of the teaching and support staffing actual vs. RAM.
- Reviews for accuracy and completeness all RAM changes, along with budget and financial adjustments, received from School Financial Management department.
- Provides coaching and advisement to staff involved in the financial administration of the RAM
- Provides recommendations based on analysing internal or external financial information
- Assists in the year end processes. Prepares information for the establishment of accruals, carry forwards and recording of expenditures.
- Assists in monitoring and allocation of the decentralized substitute teacher and support staff budget. Prepares journal entries to correct charges as identified by schools and / or School Finance Specialists. Includes supply teacher tracking and internal billing.
- Works in cooperation and collaboration with other service unit personnel (HR, School Financial Management, etc.) in order to investigate discrepancies, make corrections, determine root cause and rectify at the commitment accounting level.
- Prepares process documentation while providing focus on continuous improvement and customer-service orientation. Maintains orderly files and records including back-up support documentation.
- May be required to assist with feasibility studies, financial impact assessments, RAM rate or allocation review, financial systems advice for new initiatives, participation in projects, etc. in support of timely, effective management information needs for the CBE.
- Accurately maintains applicable chart of accounts and alias codes for central schools operating unit.
- Works to ensure that all tasks are completed in an accurate and timely manner.
- Prepares and consolidates financial spreadsheets, as required, for review by the CP&R Lead.
- Provides back-up support for the Lead, School Budgets (RAM) position
- Performs other related responsibilities as required, to meet the purpose and accountabilities of the role.
Qualifications:
Education and Experience:
- University degree in a business-related discipline and preferred to have certification in a professional designation program (CMA, CGA, CA, CPA).
- Minimum five years of progressive professional and business, accounting and analysis experience in a large size organization, preferably including three years of direct finance experience with the CBE’s Resource Allocation Method.
- School board experience considered a strong asset An equivalent combination of directly related post-secondary education and directly related experience may be considered.
- Knowledge of CBE financial processes and information systems (Oracle EBusiness Suites, PeopleSoft, SmartFind Express, etc.) is a strong asset.
Demonstrated Skills and Competencies:
- Demonstrated strong proficiency in using a variety of computerized applications, information systems, corporate databases and software such as Microsoft Office (spreadsheets, word processing, databases, etc.).
- Demonstrated verbal and written communication skills and analytical skills.
