Description Chief Administrative Officer (CAO)

Township of South Glengarry

Reporting to the Mayor and Council, the Chief Administrative Officer provides leadership and strategic direction for the administration of the Township of South Glengarry. The CAO is responsible for ensuring that Council’s policies and decisions are implemented effectively and that municipal services are delivered in an efficient and accountable manner.

The CAO serves as the primary advisor to Council on policy and operational matters and acts as the key link between Council and municipal administration. The position oversees the Township’s senior management team and is responsible for coordinating the work of all municipal departments to support the goals and priorities set by Council.

Key Responsibilities Include

  • Providing strategic leadership and direction to the Township’s administration
  • Supporting Council in the development and implementation of policies and strategic initiatives
  • Overseeing the implementation of Council decisions, programs, and municipal services
  • Coordinating the preparation of the Township’s annual operating and capital budgets and long term financial planning
  • Managing and supporting the senior management team, including performance management and organizational development
  • Ensuring compliance with municipal legislation, policies, and regulatory requirements
  • Acting as the primary liaison between Council, staff, government agencies, community partners, and the public
  • Promoting effective communication and collaboration across the organization

The CAO plays a critical role in ensuring strong governance, effective service delivery, and the continued growth and success of the Township of South Glengarry.

Requirements Education and Experience

  • University degree in Business Administration, Public Administration, or a related field, or an equivalent combination of education and experience.
  • Seven to ten years of progressively responsible senior leadership experience in a complex organization with multiple stakeholders.
  • Experience in municipal government or the broader public sector is considered an asset.

Knowledge and Skills

  • Strong understanding of municipal government operations, governance, and financing.
  • Knowledge of the roles and responsibilities of Council and senior municipal staff.
  • Familiarity with provincial legislation and regulations that affect municipal operations.

Leadership and Professional Skills

  • Proven leadership ability with experience leading and mentoring senior staff.
  • Ability to build and maintain productive working relationships with Council, staff, government partners, and the public.
  • Strong written and verbal communication skills, including report writing and presentations.
  • Ability to support a workplace culture focused on teamwork, respect, and accountability.

Assets

  • Bilingualism in English and French is considered an asset.
  • Knowledge of the South Glengarry area, the United Counties of Stormont, Dundas and Glengarry, and Eastern Ontario is considered beneficial.
