Job Profile
Reporting to the Manager of Development Engineering, within the Engineering Services Division of the Infrastructure Services Department, this position plays a key role in the City's development review process, ensuring that all development applications meet municipal servicing, grading, and stormwater management standards. This includes:
What you will be doing
- Reviewing and providing technical feedback on a wide range of development applications such as site plans, subdivisions, and other proposals, with a focus on servicing infrastructure, grading design, and stormwater management systems.
- Coordinating and contributing to the preparation of Pre-servicing and Subdivision Agreements, working collaboratively with internal divisions and external agencies including the Region of Waterloo and the Grand River Conservation Authority (GRCA).
- Responding to development-related inquiries from developers, consultants, the public, City staff, and elected officials, offering clear guidance and technical expertise.
- Representing the City at Public Information Centres, Council meetings, and neighborhood consultations, advocating for sound engineering practices and municipal standards in development projects.
- Building and maintaining effective working relationships with internal departments, regional partners, and regulatory agencies to facilitate smooth development review processes.
- Participating in regional and inter-agency initiatives, including Environmental Assessments, Master Plans, and detailed design projects, ensuring the City’s interests are reflected in broader infrastructure planning efforts.
In addition to development review, the role supports growth-related infrastructure planning through:
- Project management of Municipal Class Environmental Assessments (EAs) and capital projects, including consultant coordination, public engagement, budget oversight, and legislative compliance.
- Assisting in the preparation of the ten-year capital forecast, identifying infrastructure needs driven by development and growth.
Education
Undergraduate Level - Four years or equivalent in Civil Engineering
Experience and Knowledge
- Professional Engineers Ontario (PEO) License
- Four years’ experience in:
- Development reviews & technical analysis including reviewing site plan and subdivision applications for compliance with municipal servicing, grading, and stormwater management standards.
- Project management
- Stakeholder engagement including communicating with developers, consultants, elected officials, and the public regarding development-related inquiries.
- Proficiency in Engineering Software applications including Microsoft Office and Microsoft Project
- Strong Written and Verbal Communication Skills including representing the municipality at public meetings, Council sessions, and inter-agency working groups and participating in regional studies, master plans, and steering committees.

Proof of your current and valid certificate(s) and/or educational qualifications.
Valid G driver's license.
Worker Health and Safety Awareness Training Certificate from the Ministry of Labour
Your compensation
Annual salary range of $94,039 - $114,678 (Non Union Salary Scale, Grade 5)
Comprehensive benefits package including extended health, dental, travel benefits; long term disability; accidental death and dismemberment and life insurance.
Enrolment in Ontario Municipal Employees Retirement System (OMERS).
Hours of work
Monday to Friday – 8:30 a.m. to 4:30 p.m. (35 hours per week)
