Job Description

POSITION SUMMARY

Working within the Transit Department of the Engineering Planning and Environmental Division, the Transit Analyst provides support for transit information systems, including data entry, updating, and extraction and reporting. The Transit Analyst will participate and report on daily Transit operations and maintenance activities, ridership growth, contractual performance standards, route planning initiatives and scheduling exercises, policy research, extraction and analysis of transit data, and assisting in the preparation of statistical and narrative reports. The Transit Analyst will also be responsible for updating and publishing system information on the County’s website, reviewing transit-related applications and answering inquiries from stakeholders including, but not limited to, the general public, contractors, internal County departments and member municipalities.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  1. Maintain transit information systems and support use within department
  • Liaise with both conventional and specialized transit stakeholders on transit applications, changes in statuses, route planning and scheduling, and tracking and upkeep of shared information in the transit information systems.

  • Provide statistical analysis on trends, performance standards and key performance indicators (KPI’s).

  • Monitor technology and systems and coordinate the resolve of issues with appropriate vendors or support systems as needed.

  • Provide local support to transit staff in the daily use of information systems, monitoring of transit operations, and review of contractor transit reports.

  • Preparation of routes ride guides and systems communications.

  1. Assist in research and data compilation for transit studies, including:
  • Transit key performance indicators.

  • Compile data on maintenance activities, mileage and fuel usage statistics.

  1. Review of transit routes and schedules
  • Review of routes and schedules related to functions and other transit matters. Identify needs assessments such as bus stops, new locations, signage / signposts, benches and shelters

  • Analyze schedules, operations, and real-time performance and develop solutions to improve the service.

  • Responding to telephone, written, or in person inquiries of all County departments, outside stakeholders and customers.

  1. Work with other regional transit agencies and County of Simcoe departments.
  • Works with regional transit agencies to provide support on a variety of projects, including reviewing operating statistics, agency performance reviews, and service modifications; develops reports and recommends actions as appropriate.

  • monitors grants for provincial and federal funds.

  • Assists with development of operating and capital plans for the transit systems.

  • Performs other related duties as required.

  1. Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

  2. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Bachelor’s Degree or Diploma in Public or Business Administration, Planning, or a related field, or an equivalent combination of education and experience.

Knowledge of Public Transit:

  • Provincial and federal statutes, rules, codes, and regulations.

  • Public sector techniques for program evaluation, budget planning and cost accounting.

  • Procedures for handling confidential material.

  • Record keeping and file maintenance principles and procedures.

  • Designing routes and schedules, and accessible transit stops.

Skill in:

  • Analyzing transit issues, developing recommendations and writing reports.

  • Ability to organize workload for self to coordinate the processing of several transit applications and related matters within specific time deadlines.

  • Planning, organizing, and completing work within established deadlines.

  • Establishing and maintaining effective working relationships with employees, government agency representatives, and the public.

  • Good communications skills, interpersonal and written.

  • Ability to work with minimal supervision and to use independent judgment where warranted.

  • Able to handle confidential information discreetly.

  • Class G Driver’s License in good standing and reliable vehicle to use on corporate business.

EXPERIENCE

Minimum of two (2) years previous related experience in the following:

  • Public transit.

  • Customer service.

  • Data collection and statistics.

  • Demonstrated interpersonal, written and verbal communication skills.

  • Demonstrated ability to assess, analyze and resolve complex situations.

  • Demonstrated ability to perform effectively in busy situations.

  • Demonstrated computer experience in a Windows environment.

  • Demonstrated ability to work independently.

  • Knowledge and competency to work with personal computers in a network environment.

EFFORT

  • Ability to weigh conflicting demands of transit staff, contractors and vendors, provincial and municipal staff, and others within strict time lines.

  • Ability to work with numerous interruptions in a busy office environment.

  • Listening and mental attentiveness in dealing with contacts, political bodies.

  • Concentration while preparing analysis and recommendations on complex planning matters.

WORKING CONDITIONS

  • A normal office environment.

  • Ability to work from home if required.

  • Mandatory travel within Simcoe County.

  • Sitting for extended periods of time.

  • Frequent periods of computer work.

  • Occasional emotional contact with the public and others.
