FCC Canada, part of the Construction Division of FCC Group, has been present in Canada since 1997. We have been involved in innovative subway infrastructure work, such as the Highway 407 stations and Northern Tunnels for the Toronto York Spadina Subway Line Expansion, as well as the construction, operation, and maintenance of the Fredericton Moncton Highway. FCC Canada excels in civil works such as roads, railways, maritime construction, tunnels, bridges, and subway projects.
FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exitbuildings and a rail switch/crossover in the section of tunnel near Sammon Avenue. The Pape Station connection will interface with Toronto Transit Commission Line 2 subway and related works.
The project uses a Progressive Design-Build (PDB) model, allowing greater collaboration between the project owner and contractor.

Pape Tunnel and Underground Stations (PTUS) FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exitbuildings and a rail switch/crossover in the section of tunnel near Sammon Avenue. Reports to: Procurement Lead
The Procurement Specialist’s Key Responsibilities Are
- Develop procurement tender documents, including RFPs and Contracts
- Support the procurement lead with project coordination with the Project team and with the client
- Collaborate with other areas to define, plan, report and schedule procurement activities.
- Assist in drafting up the required RFP/RFQ and identifying key suppliers.
- Communicate with suppliers on all critical procurement-related matters.
- Successfully executes elements of the project procurement plan in accordance with approved corporate and or project policies, procedures, plans, strategies, and budgets.
- Prepare bid documents, bid tabulations, and selection recommendations. This includes preparing the sourcing strategy, bid packages, recommendation to award and supplier agreements.
- Work collaboratively with key project stakeholders to ensure requirements are captured in the total cost-of-ownership solution.
- Manage vendors and internal stakeholders on all procurement-related matters.
- Contract negotiations and preparation, including issuing approval of contract documents, subcontracts, and purchase orders.
- Support the procurement team on daily activities as required.
Education And Qualifications
- Must have a bachelor’s degree, diploma in a related field.
- Minimum of 7 years of Procurement experience, ideally in the Engineering and construction industry or on Transit/Rail infrastructure projects.
- Technical depth of knowledge in the areas of construction-related materials and services.
- Strong communication, interpersonal and analytical skills.
- Effective time management skills, working well under pressure.
- Solid PC skills with MS Office and database tools.
- Strong organizational skills, rigorous and structured.
- Proven organizational skills and ability to work under pressure to meet deadlines and handle multiple tasks within a fast-paced work environment.
- Exceptional time management skills and the ability to work independently and as part of a team.
Job Requirements
- Technical knowledge in the areas of construction-related materials and services.
- Understanding of procurement principles, techniques, practices, and ethics.
- Understanding of construction methods and commercial definitions of units of measurement in construction.
- Knowledge of contract law, negotiating business agreements, and laws of requesting tenders, proposals, and quotations.
- Understanding of ERP systems, knowledge of SAP planning system would be an asset.
- Ability to analyze complex data and derive well-supported linear and non-linear premises.
