Waterworks Manager

Reporting to the General Manager of Waterworks, the Waterworks Manager is responsible for the leadership, operation, maintenance, process control, and reliability of the City’s water and wastewater treatment systems. This position oversees day-to-day treatment operations, equipment performance, preventive and corrective maintenance, operator supervision, safety compliance, lab and process quality control, and operational recordkeeping while ensuring safe, compliant, and reliable utility services for the community.
Duties & Responsibilities:
- Lead the day-to-day operation, maintenance, and performance of Yorkton’s Class III Water Treatment and Class IV Wastewater Treatment systems and associated appurtanences in accordance with regulatory requirements, permits, approved procedures, and industry best practices.
- Monitor and optimize treatment processes, including process control adjustments, SCADA trend review, alarm response, equipment performance monitoring, and operational troubleshooting.
- Coordinate and execute preventive and corrective maintenance activities, including CMMS work orders, equipment inspections, return-to-service checks, documentation, and follow-up on recurring equipment issues.
- Supervise, mentor, train, and support operators in plant operations, safety procedures, equipment care, process optimization, and operational best practices.
- Manage sampling routines, analytical laboratory activities, calibration records, chains of custody, process quality control, and operational data used to support compliance and decision-making.
- Maintain accurate plant records and provide reliable operational data and technical input for regulatory and internal reporting.
- Support compliance with provincial and federal requirements by ensuring treatment processes, records, sampling, maintenance activities, and corrective actions are completed in accordance with approved procedures and permits.
- Coordinate infrastructure maintenance work with contractors, vendors, consultants, Engineering, Public Works, and other departments as required to support safe and reliable operations.
- Respond to process upsets, equipment failures, atypical results, and operational incidents by stabilizing operations, documenting actions, and escalating issues as required.
- Provide technical input for treatment infrastructure projects, maintenance planning, asset condition reviews, system commissioning, long-range operational planning, and routine operational budget activity.
- Monitor routine operational expenditures, identify cost pressures, support purchasing decisions, and manage divisional budget for treatment operations, maintenance needs, chemicals, parts, and services.
- Promote a safe and productive work environment by supporting toolbox talks, field coaching, inspections, hazard reporting, corrective action follow-up, and compliance with Occupational Health and Safety requirements.
Required Qualifications:
- Grade 12 or equivalent.
- Minimum five (5) years of experience in water or wastewater treatment operations, or a closely related field, with demonstrated experience leading staff in an operational environment.
- Valid Saskatchewan Operator Certification Board Class III Water Treatment Certificate and Class IV Wastewater Treatment Certificate, or the ability to obtain and maintain the required certifications within a timeframe acceptable to the City.
- Strong working knowledge of water and wastewater treatment operations, process control, SCADA systems, equipment troubleshooting, preventive maintenance, laboratory practices, and operational recordkeeping.
- Familiarity with applicable provincial and federal requirements, including The Waterworks and Sewage Works Regulations, The Environmental Management and Protection Act, The Safe Drinking Water Act, Wastewater Systems Effluent Regulations, and other relevant legislation, standards, and permits.
- Valid Class 5 Saskatchewan Driver’s Licence.
- Ability to obtain and maintain RCMP security clearance.
Preferred Qualifications:
- Technical Diploma, A.Sc.T., or related education in Environmental Engineering Technology, Water Resources, Civil Engineering Technology, Environmental Science, Mechanical Technology, Chemical Technology, Instrumentation/Controls, or a related discipline.
- Class III or higher certification in Water Distribution and Wastewater Collection.
- Experience with CMMS/work order systems, asset condition tracking, preventive maintenance programs, commissioning, return-to-service checks, and vendor/contractor coordination.
- Experience contributing technical input to treatment-related capital projects, drawing reviews, equipment selections, process improvements, or infrastructure upgrades.
- Experience supervising, mentoring, and developing operators in a unionized operational environment.
Additional Certifications Considered an Asset:
- Boiler Licence.
- SCBA Certification.
- First Aid/CPR Certification.
- Safe Rigging and Hoisting.
- SCOT/WHMIS.
- Confined Space Entry.
- Leadership for Safety Excellence (LSE).
- OH&S Supervision and Safety Training.
- Cross Connection Control Specialist.
Hours of Work:
- Monday to Friday, 7:00 a.m. to 3:30 p.m. (37.5 hours per week).
- The position requires work in treatment plant environments, including the use of required PPE and occasional access to difficult or restricted work areas such as confined spaces, below-grade structures, process galleries, tanks, wells, lift stations, and other operational locations as required.
