As a Procurement and Asset Specialist, you will ensure the delivery of consistent business practices with required service levels that comply with policies, rules, and regulations. You support a variety of internal clients and work closely with leaders to increase awareness of procurement policies and processes. You will also work to increase management visibility and awareness of Supply Management practices and potential risks impacting compliance and procurement performance. Primary duties include:
- Review, analyze, consult, and provide direction on new procurements and sourcing requests, applying relevant procurement legislation, trade agreements, and City policies.
- Liaise and oversee end-to-end procurement administrations and processes.
- Evaluate RFx submissions; liaise and negotiate with vendors on pricing, lead times, and delivery options.
- Analyze data and report risks, gaps, deficiencies, and workload progress of the procurement portfolio to the Leadership Team.
- Track, monitor and provide direction on the evolution of contract management requests and identify opportunities to use other City contracts and/or integrate contracts of similar scope of work.
- Develop, analyze, and maintain the data required to monitor contracts for renewals and final expiration.
- Manage Statement of Requests (SOR) for Request for Standing Offer (RFSO) Contracts.
- Conduct financial processing, tracking, and reporting including requisitions, purchase orders, standing purchase orders and purchase order increases.
- Maintain vendor relations and enhance the vendor performance evaluation process.
- Maintain asset and work order document support, asset registration, and preventative maintenance schedules.
- Develop and distribute asset reports, providing insight to the Leadership team on asset management risks.
Qualifications
- A Supply Chain Management Professional designation (or equivalent) and at least 5 years of related experience in a large, complex public or private organization; OR
- A degree in Finance, Business or Legal Studies with at least 3 years of related experience in a large, complex public or private organization.
- Experience must include public sector procurement and trade agreements.
- The basic ability to interpret engineering drawings is essential.
- Intermediate proficiency in the following software is also essential:
- Peoplesoft Financial Supply Chain Management (FSCM)
- Contract Management systems (CMS or SAP Ariba)
- Microsoft Office Suite (Word, Excel, PowerPoint, PowerBI)
- SharePoint Livelink (Content Server)
- Asset Management System (OWAM, Maximo)
- The successful applicant will demonstrate skills in negotiation, taking initiative, data analysis, and providing guidance and advice to a variety of levels within an organization.
