Job Summary
The Assistant Manager of Finance provides operational leadership and professional accounting expertise in support of the Board’s departmental, school, and internal audit functions. Working under the direction of the Senior Manager, Finance, the position ensures accuracy, consistency, and compliance of financial processes across all business units, including accounting operations, payroll and benefits, budgeting, school-based and program-specific financial management.
This role plays a key part in coordinating financial services to schools and departments, preparing and reviewing financial reports, supporting audits, and monitoring compliance with Board policies, Public Sector Accounting Standards (PSAB), and Ministry of Education regulations. The Assistant Manager contributes to continuous improvement initiatives in financial systems, internal controls, and reporting quality, and assists in developing the financial capacity of school and administrative staff through coaching and guidance.
The position supports the Senior Manager of Finance in departmental planning, internal audit coordination, and the preparation of financial information for senior management and the Board of Trustees. It also provides a link between centralized Finance operations and decentralized school and program staff to foster collaboration, transparency and effective financial stewardship across the organization.
List and Brief Description of Specific Duties:
Systems, Process Improvement, and Support
- Identify, design, and implement business process improvements to enhance data accuracy, efficiency, and user experience.
- Collaborate with IT, Payroll, Budget, and School Support teams to test, implement, and evaluate new financial system functionalities.
- Develop and document procedures, internal control frameworks, and workflow maps.
- Provide technical guidance and training to staff and end-users across schools and departments.
- Evaluate opportunities for automation and digital transformation across finance operations.
Lead the ongoing development, optimization, and integration of financial and payroll systems.
Internal Audit and School Financial Oversight
- Oversee the Board’s internal audit program, ensuring risk-based assessments, audit planning, and timely reporting of results.
- Supervise audit-related training and guidance for school administrators and office staff.
- Review audit findings and support the implementation of corrective actions.
- Ensure adherence to policies and Ministry requirements for school-generated funds and financial practices.
Financial Operations and Reporting

Support the preparation, analysis, and consolidation of Board and departmental financial statements and reports.

Ensure compliance with PSAB, Ministry of Education, and internal policy requirements,

Review and validate monthly and quarterly variance analysis and ensure data integrity across funding envelopes.

Assist in the completion of year-end close, financial submissions, and audit schedules.

Prepare and submit Ministry and funding claims; ensure compliance with regulations and reporting deadlines. Monitor and allocate program-specific revenues and expenditures.
Leadership and Staff Development

Supervise, coach and evaluate performance of finance departmental and school support staff.

Promote collaboration between teams to strengthen financial training, support services, and audit quality. Foster a culture of continuous improvement and professional development across finance and school office functions.
Budget and Forecasting Support

Assist in the preparation and consolidation of the Board’s annual budget and revised estimates.

Support departmental and school budget monitoring, analysis, and forecasting. Contribute to long-term financial planning and scenario modelling.
Payroll, Benefits, and Pension Oversight
-
Provide financial oversight of payroll-related reconciliations, reporting and compliance.

Support implementation of collective agreement provisions related to compensation and benefits and year-end reporting requirements. Liaise with Payroll Services to ensure process accuracy and alignment with accounting standards.
Other Duties

Act as delegate for the Senior Manager of Finance as required.

Participate in strategic financial planning, departmental initiatives and organizational projects. Contribute to financial literacy and capacity-building across Board departments and schools.
SKILL
Knowledge

Formal Education and/or Certification(s)
