ABOUT THE ROLE
This position is responsible for coordinating the implementation of larger and more complex capital projects for Real Property Assets owned and managed by the Region and/or other special projects which are strategic and of critical importance to the Region. Supervising a technical team in the design, planning and contract/project management of capital facility construction or the management of other special projects as assigned. Providing technical consulting advice, ensuring compliance with legislation, contributing to annual plans and policies; and acting as liaison between contractors, consultants, other project leaders and the Region.
WHAT YOU'LL BE DOING
- Acts as the Region’s lead on managing major capital works construction at Region’s owned or managed real property asset or special projects/programs as assigned.
- Leads project teams, maintains/develops liaison between multiple project teams, contractors and consultants to ensure that project timelines meet Regional targets and objectives.
- Provides technical advice to internal stakeholders and Regionally affiliated clients in analyzing building and building systems problems; contributes design expertise, reviews plans, drawings and specifications and makes recommendation for changes and assists with contract administration, as required; contributes to the development of options and recommends solutions in conjunction with the management.
- Obtains approvals from outside agencies as required and prepares reports; obtains input and requirements from other Regional Branches for the design of the assigned Regional capital projects.
- Prepares detailed estimates of project costs and participates in the preparation of annual budget.
- Authorizes progress payments, other capital expenditures and the release of holdback funds in accordance with established processes.
- Directs and supervises the design of Regional capital projects or other special projects as assigned, including the development of tender documents, architectural and engineering drawings, plans and specifications, or the development of project vision, implementation strategy, project governance, and metrics for measuring success.
- Conducts site visits and ensures compliance with contract documents, legislation and Regional policies; provides instructions regarding the correction of deficiencies and negotiates change orders for equipment and material substitutes; issues stop work orders and recommends termination of contracts if necessary.
- Participates in the public tendering process for work related to site development; provides technical expertise ensuring compliance with appropriate legislation, policies, approved plans, specification and drawings.
- Participates in the development of the annual and multi-year building capital plan by assisting in the analysis of planned capital works projects, inspecting applicable buildings and systems, evaluating cost estimates and conducting research on the latest trends and equipment in the industry.
- Recommends hiring of outside consultants; prepares terms of reference; monitors expenditures and provides oversight of project and consultants.
- Participates in operational reviews with other Branches to ensure compliance with the technical directives; assesses building conditions and prepares reports for Manager to communicate deficiencies and expectations.
- Coordinates and participates in open houses, design charettes and other public consultation information sessions related to the design and development of Regional accommodation projects.
- Prepares reports, correspondence and briefing materials regarding the status of capital works, new construction projects, or other special projects, including managing potential budget over/under expenditures and recommends preferred courses of action.
- Monitors changes in the Building Code, Fire Code and local by-laws that impact on the Regional portfolio; assists in the preparation of operational policy directives to communicate requirements to other Branches.
- Leads the research and analysis on pertinent issues and trends for management to make informed program and policy decisions.
- Monitors and evaluates program delivery to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation.
- Provides input in the development and implementation policies and procedures and input into budget and business/work plan development.
- Responds to customer inquiries and resolves difficult and highly sensitive concerns, as appropriate.
- Ensures that services provided meet Regional customer service standards.
- Participates on committees, work groups, task forces and special projects, as assigned.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as assigned, in accordance with Branch and Department objectives
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Architecture or Engineering Sciences or approved equivalent combination of education and experience.
- Minimum five (5) years experience in the design and construction of a variety of building types, involving the development of plans and specifications, contract and project management activities, financial monitoring, leading multiple project teams and demonstrated three (2) years of direct supervisory experience.
- Must be certified as a Project Management Professional (PMP).
- Knowledge of the theory, principles and practices related to building design, construction, architectural and engineering principles.
- Demonstrated knowledge of applicable industry standards, relevant Standards, Acts and Regulations including applicable Federal/Provincial building Codes, the Construction Act, Municipal By-Law.
- Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
- Demonstrated ability in the Region's core competencies.
- Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
- Demonstrated proven project and contract management skills and ability to effectively supervise contractors, consultant, conduct inspections, evaluate work in progress and identify/resolve deficiencies.
