The opportunity:

The University of Manitoba is looking for a GIS Technical Coordinator. This position will be responsible for the management of the MCP Development Team. Key tasks for this role will be the supervision of the IT Analyst, GIS Developer, GIS Researcher, Data Analyst and Online Content Creator. This role will coordinate the development team for project tasks, oversee directives for the burial site repository and names database. Responsible for writing reports for funding organizations and leadership team, directing the work for the burial site repository, and coordinating with external partnership organizations for project tasks. This role’s primary task is to keep track of deliverables, processes, paperwork and communications. Works with the leadership team to determine general priorities and with the development team to determine data production priorities and assign tasks for ongoing maintenance and setup for burial site repository.

The qualifications and experience we’re looking for:

  • Bachelor of Science degree in Computer Engineering, Computer Science, Information Technology, or a related field is required.
  • Minimum four years of experience working in software planning, design, development, analysis, implementation, maintenance and support, with enterprise level and/or critical systems within a university, government, or heritage environment is required.
  • Experience with data management applications such as ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, QGIS, MySQL, and AtoM required.
  • Experience working with high volume data sets from diverse sources required.
  • Experience with data projects of highly sensitive, personal information required.
  • Experience performing large scale data migration projects required.
  • Experience developing custom code using coding languages such as python is required.
  • Experience with Linux user and administration experience is required.
  • Experience supervising and managing the performance of direct reports is required.
  • Experience preparing detailed work plans and progress reports is required.
  • Experience in developing custom transfer applications for large scale data submissions is required.
  • Experience participating in software development teams utilizing Agile methods is required.
  • Experience working with Survivors, Indigenous communities, and academic researchers regarding access to records and information is required.
  • In-depth knowledge of the NCTR application portfolio and experience of business critical applications in an archival context would be preferred.
  • Experience working within a cross-functional project team environment is an asset.
  • Knowledge of software development processes and methodologies would be an asset.
  • Knowledge of project management processes and best practices would be an asset.
  • An acceptable equivalent combination of education and experience may be considered.
  • Strong critical thinking and decision-making skills required.
  • Excellent project management skills and strong ability to prioritize is required.
  • Experience with supervisory duties, management and project coordination, good organization, clear communication strengths is required.
  • Firm grasp on IT infrastructure and operations best practices are required.
  • Firm knowledge and experience in report writing for project-funded based work and knowledge of government report writing expectations are required.
  • Knowledge of data management applications such as ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, QGIS, MySQL, and AtoM required.
  • Knowledge of Indigenous history in Canada, including residential school history is required.
  • Demonstrated ability to maintain positive working relationships with IT departments and outside vendors is required.
  • Conscientious attention to detail is required.
  • Strong depth of expertise in open source software applications, both implementation and development required.
  • Ability to identify, evaluate, tailor, and implement vendor-supplied software is required.
  • Excellent working knowledge of computer systems, security, network and systems administration, databases, and data storage systems is required.
  • Knowledge of test driven development (TDD), creating/executing test script and test plans would be an asset.
  • Knowledge with automated testing software would be an asset.
  • Familiarity with Object Oriented methodologies would be an asset.
  • Familiarity with cloud computing such as Amazon Web Services, Google Cloud Platform or Microsoft Azure would be an asset.
  • Satisfactory work record, including satisfactory attendance and punctuality, is required.
  • Ability to speak French or an Indigenous language would be an asset.
  • History of working with Indigenous communities and community engagement.
  • Knowledge of University policies/procedures would be an asset.
