PRIMARY FUNCTION:
Works with the client and/or project team to establish project scope and objectives. Develops the work plan and resource plan for small to moderately complex information systems projects. Conducts analysis and prepares detailed specifications related to system implementation. Designs, codes, configures, tests, debugs and documents system applications. Capable of working on all phases of systems analysis, development, delivery and support. Works under general supervision of the Manager and with the technical direction of more experienced analysts.
Within this role the employee is accountable for contributing to the delivery of the Kingston General Hospital strategy. As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.
PRINCIPLE RESPONSIBILITIES:

Executes detailed application system tasks for all phases of the systems development lifecycle and application administration: problem definition, feasibility study, analysis, outline design, detailed design, implementation, and maintenance. For example:
- Acts in conjunction with the client to establish the project and produces the statement of requirements.
- Works with the client and/or team to define what constitutes a solution to the opportunity/problem and produces a logical model of the solution. Conducts workshops and presentations to validate business processes and system solutions with the functional area and/or the user community in conjunction with the project team members.
- Determines ways of implementing a solution and makes recommendations based on analysis
- Produces detailed system and technical design specifications
- Develops system deliverables such as configuration setup, programs, enhancements, reports, forms, interfaces, and conversions required for the system solution. Ensures that proper quality, integration and standards in relation to development objects are maintained.
- Creates the unit test plan and executes unit testing; works with the project team to identify mission critical business process scenarios; identifies transactions and data to be tested; manages expected results versus actual results; assigns follow up tasks to re-configure and retest; tracks error resolution.
- Works to provide application administration system monitoring /tuning and configuration; application instance maintenance; installation of notes; data management / optimization; application architecture; general application administrative tasks.
- Assists in end user documentation, training materials development, and training

Evaluates opportunities and establishes objectives and scope, in conjunction with the client. Develops the project work plan and resource plan working with the Project

Management Office (PMO), and is responsible for the detailed planning, coordination and ultimate outcome of the project.

Provides production support and on-call service as required; coordinates problem resolution related to production system issues or errors.

Maintains a good working knowledge of KGH applications and their interrelationships with other systems; maintains knowledge of technological advances; maintains knowledge of how the hospital conducts its business; acts as trainer and mentor to junior IM staff.

Develops and document procedures, guidelines and project communications for IM; identifies opportunities for improvement in hospital operations; participates in staff performance evaluations. Provides other duties as assigned in support of the IM business systems. Adheres to the worker responsibilities as set out in the Occupational

Health & Safety Act, hospital safety policies, and dept/unit established procedures at all times. Where possible, take corrective action to address a hazard, otherwise report the unresolved hazard, dangerous circumstance, unsafe situation to self, other co-workers or the community, to their supervisor. Should the employee suffer a workplace injury or illness, he/she will advise their supervisor; actively participate in identifying and resolving the underlying cause(s), and participates in early and safe return to work as per Workplace Safety & Insurance Act.

Understands and is familiar with all pertinent KGH policies and procedures including those relating to workplace conduct. Complies with the KGH Commitment to uphold the Workplace Conduct and Reporting of Inappropriate Conduct policy and behaves in a manner that is consistent with the guiding principles and expectations.
QUALIFICATIONS:
- University Degree in Computer Science, Health Informatics, Commerce or related discipline

Equivalent combination of education and experience.

3 years systems development experience in a corporate systems setting including 2 years recent experience in the development and support of business systems applications within large-scale commercial systems.

Knowledge and application of project management methodologies.

Knowledge and application of the principles of systems development methodology.

Good communication skills in both written and oral forms as demonstrated through preparation of technical, training or project documents and presentations to IM staff.

Ability to lead technical project teams.
-
Ability to identify issues relating to systems development, systems operation or project completion and provide solutions.

Ability to prepare/implement plans, designs or specifications in accordance with established departmental standards.

Excellent prioritization and organizational skills as demonstrated by the ability to manage own time and successfully complete multiple tasks or projects assigned simultaneously.

General Functional knowledge plus two or more years experience in technical maintenance of enterprise business system applications i.e. fully integrated solutions like SAP, Oracle E-Business Suite, PeopleSoft, etc This includes, but is not limited to, the functional areas of:
- HCM (i.e. personnel administration, personnel development, personnel time, employee scheduling, and payroll);
- Finance and Controlling;
- Sales and Distribution (SD) - Billing and Receivables;
- Supply Chain Management (SCM) (i.e. Inventory, Purchasing, Accounts Payable, and Supplier Relationship Management (SRM));
- Clinical (i.e. Patient master data, case, visit, encounter, movement, and service / procedure / provider / diagnosis information);
- Decision Support Systems/Data Warehousing i.e. SAP BI, Cognos, Informatica
- Mobile Enterprise Applications Platforms (MEAP) i.e. SAP MI, Oracle MEAP

Knowledge of HL7 Clinical Document Architecture (CDA) and HL7 Reference Information Model (RIM).

General Functional Knowledge of Graphical Design concepts and software i.e. CorelDRAW, Adobe Photoshop.

Knowledge of Portal technologies i.e. SAP Netweaver Portal, Microsoft Sharepoint

Knowledge of Database Management Systems (dbms) and relational database concepts in a client server environment, including knowledge of SQL.

Understanding of Object Oriented programming concepts and at least one Object Oriented programming language.

Knowledge of Web technologies and Web applications.

Knowledge of MS-Office products (Excel, PowerPoint, Word, Access).
