About the role

The Assistant Deputy Chiefs are vital members of the Edmonton Fire Rescue Service (EFRS) leadership team. Reporting to the Deputy Fire Chief, Administration, the Assistant Deputy Chief operates with a high degree of autonomy to make day-to-day operational and human resource decisions consistent with EFRS’ short and long-term priorities. In close collaboration with the Deputy Fire Chief, the Assistant Deputy Chiefs ensure effective use of resources and contribute directly to the strategic direction of EFRS.

The Assistant Deputy Chief, Technical Services will oversee the Emergency Communications Centre, Emergency Communication Systems and Technologies, Geomatic Services, Performance Measures and Reporting, Fire Operational Specific Software Management, Operational Risk and Impact Modeling . The Assistant Deputy Chief will lead the Chief of Emergency Communications, the Manager of Emergency Systems and the Head of Emergency Analytics.

What will you do?

  • Exercise a high degree of judgment in making decisions related to emerging operational challenges, including but not limited to supervising reports (feedback, coaching, evaluations), labour relations issues (hiring, conducting investigations, delivering corrective measures, grievances), and overseeing the performance and operational readiness of operations on a daily basis
  • Leverage leadership skills to develop, coach and mentor staff
  • Lead and collaborate with the development and implementation of work performance expectations and job standards for operations
  • Impact the design and implementation of processes and practices to drive continuous improvement, operational success, and effectiveness in providing services, while aligning with the overall direction of EFRS
  • Keep current with advances in business practices, technology and technical information to ensure the best value for services is delivered
  • Ensure that projects are delivered on time, on budget and within scope
  • Act on behalf of the Deputy Fire Chief on various committees and collaborate with internal and external partners
  • Represent management in labour management and collective bargaining matters
  • Ensure compliance with all Occupational Health and Safety standards and Enviso policies and procedures
  • Assist with the development and review of policies, practices and frameworks, including the applicability of GBA+ to ensure equity

Qualifications:

  • Diploma or Degree in Business, Fire Science, Project Management or a related field
  • Seven (7)+ years of experience within emergency services is required, including a minimum of three (3) years of leadership and supervisory experience
  • Experience in a union environment working with Collective Bargaining Agreements
  • Demonstrated experience working with multi-disciplinary teams
  • Familiarity with NFPA 1225, 1022
  • A combination of equivalent education and experience may be considered

Assets:

  • Master’s Degree in a related field
  • Experience working with politically sensitive and complex projects in a public sector environment

  • Provide excellent leadership to the team through development and coaching, performance evaluation and feedback, health and wellness, safety, recruitment and succession planning
  • Utilize knowledge of best practices, materials, tools, equipment and other methods related to operations
  • Effectively communicate and collaborate with a variety of partners, including senior management, staff at all levels, union representatives, City Council, businesses, and Edmontonians
  • Foster a culture of professionalism and accountability through performance measurement and clear expectations
  • Liaise with other fire services leadership and external agencies to facilitate collaborative relationships
  • Develop and maintain positive working relationships with internal and external business partners

Conditions of Employment and Work Environment:

  • 1 permanent, full-time position
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.
  • Hire is dependent on a Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement
  • Salary: $123,938.39 - $154,920.88 (Annually)
