The Opportunity:

Responsible for the coordination, collection, forensic processing, examination, analysis, clarification and presentation of digital video/media evidence for court disclosure, investigative purposes for Service police personnel and other outside agencies. Provides expert testimony and training of police personnel in the proper identification, collection and investigation of digital video evidence.

Duties and Responsibilities:

  • Receives, obtains, examines and analyzes digital video and audio recordings.
  • Authenticates and verifies the integrity of digital media evidence using integrity validation tools.
  • Attends scenes to download video in a non-intrusive manner using forensic data recovery software and conduct reverse projection and single view metrology using video to obtain subject height/position and orientation (photogrammetry).
  • Analyzes, enhances, clarifies, explains and presents digital evidence to assist investigators. Liaises with divisional investigators, crime analysts and specialized units to provide technical support, as required.
  • Coordinates and/or attends scenes to perform technical retrieval of digital evidence that may require advanced knowledge and skills.
  • Examines both standard and proprietary video file formats using specialized forensic software to retain the integrity of original digital evidence.
  • Liaises with Intelligence Services TCU regarding any advanced forensic techniques required to extract data and C3 regarding any Internet based investigations.
  • Evaluates and decodes video evidence; determines the amount of information and metadata present, the type of codec used, the player capture tool needed, if proprietary or non-proprietary and the image size and resolution.
  • Converts digital video files into viewable clips or still images that can be provided as disclosure and presented as evidence in court.
  • Conducts technical analysis of video evidence for investigations and court purposes.Analysis may include the generation of timelines, performing comparative object analysis and object identification.
  • Detects and identifies tampered or artificially generated imagery/ audio.
  • Ensures the preservation of digital evidence using proper archival processes.
  • Performs validation experiments of forensic analysis methodology and tools used to ensure the accuracy and efficiency of examination processes.
  • Researches and liaises with other agencies and industry partners regarding best practices, guidance and emerging trends in technology specific to video recordings, imagery, analysis, artificially generated imagery and enhancement tools.
  • Provides expert witness testimony and explains the video analysis process. Reviews video evidence to form conclusions and opinions for testimony.
  • Prepares and presents technical and expert reports of examinations and findings for court and investigative purposes.
  • Coordinates and provides digital evidence information and training sessions to members of the Service and external agencies as required.
  • Conducts in lab forensic extraction of digital video evidence for large data requests that require the internal access of a recording systems hard drive storage.
  • Utilizes specialized tools, software and forensic techniques to perform repairs of corrupt or damaged video files and clarify digital audio.
  • Maintains industry standard training and certification for Forensic Video Analysts and other specialized training on forensic software and hardware.
  • Performs all other duties, functions and assignments inherent to the position.

Education/Experience

  • Post Secondary degree or diploma in digital video forensics / computer science or a related discipline or an equivalent combination of education, training and experience in the field of Digital Video Forensics.
  • Minimum three years’ related experience, preferably in the area of forensic video analysis.
  • Prior experience in a related image-processing field using non-linear video editing software, cameras and other recording systems.
  • Prior experience in digital video data recovery is considered an asset.

Skills/Competencies:

  • Advanced knowledge of forensic video analysis and non-linear editing software.
  • Experience using Microsoft Office Suite including Word, Excel and PowerPoint.
  • Demonstrated analytical research and problem solving skills.
  • Must be willing to obtain and maintain up-to-date industry standard knowledge of forensic video technology and applications related to forensic video analysis including completing ongoing training requirements
  • A team player that thrives in a fast-paced dynamic investigative environment.
  • Must be open to the potential of extended hours and on call assignments
  • Must have good interpersonal skills and the ability to communicate effectively both orally and in writing.
  • Must have a valid Class “G” Driver’s licence and willing and eligible to obtain a Toronto Police Service “Blue Card”.
  • Well-developed time management, prioritization, multi-tasking and organizational skills.
  • Must attend any additional training required to perform or enhance their function. This may include out of town travel.
