Job Description This Opportunity
The Program Change Management Lead is responsible for developing and executing change management initiatives and managing the financial and contractual aspects of the IBR General Engineering Consultant (GEC) contract. This role leads stakeholder engagement, readiness assessments, and training initiatives to ensure successful adoption of changes. Additionally, this role oversees budgeting, cost control, non-construction related procurements, contract negotiations, and maintains client relationships, including managing all subcontracts and amendments.
Your Impact
- Experience developing and implementing change management strategies for complex, multi-stakeholder programs.
- Experience conducting stakeholder analyses and readiness assessments to evaluate the impact of organizational change.
- Experience designing and executing communication, training, and transition plans to support change initiatives.
- Experience leading and facilitating change management workshops, meetings, and training sessions.
- Experience monitoring and evaluating change adoption using KPIs and other success indicators
- Experience working with cross-functional teams to integrate changes management activities into project delivery.
- Experience analyzing business processes to assess the operational impact of proposed changes.
- Experience adapting change strategies based on feedback, performance data, and evolving program needs.
- Proven ability to manage conflicts as they arise, mediate solutions as needed and escalate issues when necessary.
- Ability to lead and influence others to achieve desired outcomes.
- Flexibility to adapt to changing circumstances and manage multiple priorities.
- Strong collaborative skills to work effectively with diverse teams and stakeholders.
- Strong analytical and problem-solving skills to address challenges and identify solutions.
- Strong communication skills, both written and verbal.
Who You Are
Required Qualifications
- Bachelor's degree in business administration, engineering, commercial management, or a related field. A master's degree is preferred.
- Minimum of 10 years of experience in the civil construction industry.
- Experience in a program management environment is a plus.
- Ability to analyze and interpret data to inform decision-making.
- Proficiency in change management methodologies and tools.
- Understanding of WSDOT’s Indirect Cost Rate (ICR) and Actual Not to Exceed (ANTE) processes.
- Strong negotiation and interpersonal skills are important.
- Excellent analytical and time-management skills.
- Ability to form strong relationships with clients, subconsultants, and other engineering-related professionals.
- Experience working with Oregon and Washington DOTs, federal agencies, and other local and state governments, resource agencies, transit agencies, MPOs, port authorities, and Tribal nations.
- Experience developing, writing, reviewing, and negotiating contracts and change orders, as well as subcontract agreements and change orders.
