Drive innovation and accountability in financial operations as our next General Supervisor!

The General Supervisor, Financial Management and Procurement is an important leadership position within the Branch Integrated Support Services (BISS) section, offering crucial support to the section and Director. This role is instrumental in ensuring the effective delivery of financial management, business planning, reporting and analytics, and procurement processes and services throughout the Branch. The position collaborates with professional accountants and procurement specialists, who collectively support a wide array of projects and services. A critical aspect of this role is advancing the City's commitment to robust financial administration and control, including the meticulous management of program expenditures within approved budgets.

The General Supervisor ensures that the BISS section Director and the and the Parks and Roads Services Leadership Team maintain financial responsibility and accountability for tax dollars, while also guaranteeing that procurement processes and services adhere to both Provincial and Federal procurement legislation, as well as policies established by Contracting Procurement Supply Services (CPSS). The General Supervisor is tasked with cultivating and empowering high-performing teams, championing innovation and continuous improvement, and meticulously aligning corporate and branch priorities with objectives and deliverables. This role actively promotes strong collaboration across the Parks and Roads Branch and with other City branches, including Financial Services, Law, CPSS, and the Budget Office.

What will you do?

  • Provide leadership and empower a team of accountants, analysts, procurement specialists, and administrative staff
  • Provide strategic guidance and direction on the planning, delivery, and continuous improvement of the Business Planning, Financial Management and Procurement services that are provided to the PARS Branch
  • Ensure project administration activities including project scheduling, coordination with external partners, and project documentation, are appropriately managed by the team and completed in a timely, accurate, and transparent manner
  • Collaborate closely with internal partners in PARS Branch and across City departments to represent the Branch’s priorities for business planning initiatives including the prioritization of initiatives included in the four year operating and capital budget
  • Promote the use of data and analysis to inform decisions and improve service delivery
  • Act as a trusted advisor and subject matter expert on budget development, strategic planning, and procurement strategies
  • Continue to build healthy and positive work environments that enable the team to reach their potential while strengthening organizational capacity

Qualifications:

  • Experience, knowledge, training and/or education in Business, Public Administration, or a related discipline
  • Related leadership experience in a large and complex organization
  • Excellent financial, project and program management skills, with the ability to lead planning, execution, and reporting of multiple capital projects
  • Combinations of education and experience will be considered

Assets:

  • A Master’s Degree in a related field
  • Chartered Professional Accountant (CPA) designation
  • Certifications in process improvement, project management, supply chain management
  • Skills required for success:
  • Demonstrated ability to lead organizational changes using structured change management methodologies
  • Expertise in employing a systems-based approach to effectively manage diverse teams in evolving environments
  • Strategic thinking to tackle complex issues, manage emerging projects, and adaptively steer initiatives
  • Proactive identification of business opportunities and ability to influence organizational policies and planning

Conditions of Employment and Work Environment:

  • 1 permanent, full-time position
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • Salary: (Annually) $120,328.53 - $150,408.62
  • Hire is dependent on Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement
