The Ministry of Highways is seeking a highly motivated individual with superb interpersonal and leadership skills to lead the Project Management Support unit within the Project Support Office. The successful candidate will form part of the Design and Construction Division management team that serves a wide range of stakeholders including, but not limited to, various ministry staff, ministry executive, branches and divisions, contractors, and consultants.

Reporting to the Executive Director of the Project Support Office, this position plays a lead role in the development and management of practices and processes related to delivery of the ministry's capital program, program and project management policies and standards, management and presentation of data related to the ministry's key performance indicators (KPIs), and best value procurement practices. Given that implementation and improvements of project management practices, standards, tools and templates may require changes in job requirements and responsibilities for the ministry staff delivering projects, the Manager of Project Management Support must constantly explore and assess the organizational and people implications arising from the changes to processes and functions and the way the work is done in the ministry.

As Manager of Project Management Support, you will be responsible for:

  • Development of program and project management policies, standards, manuals and best practices.
  • Development and continuous improvement of project management software, tools, templates, processes and protocols;
  • Development and continuous improvement of contractor and consultant best value procurement practices;
  • Project communication and reporting;
  • Lessons learned from the delivery of projects and programs and continuous improvement;
  • Projects records management and archiving;
  • Project planning, delivery and procurement options analysis;
  • Construction contract administration; and
  • Professional services agreement administration.

This position will provide clear leadership and direction for the staff within the Project Management Support unit as well as support to all staff involved in project planning and delivery of bridge and roadway design and construction projects.

To qualify for the Manager of Project Management Support position, you must possess a degree in engineering from an accredited university and be eligible for registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS). You will supervise and be directly responsible for the work of a several other Professional Engineers.
