Position Title: Program Manager, Municipal

Reports To:  Executive Director, President’s Office

Department Name: President’s Office

Position Overview : Lead the development and execution of strategies to position Esri-based solutions as the premier choice for addressing current and emerging challenges in Canada’s municipal sector. This role is central to advancing key initiatives, fostering innovation, and driving adoption of geospatial solutions to improve efficiency, decision-making, and community engagement for Canadian cities. A key to success in this role is close collaboration across business development, sales, connected communities & emerging technologies, professional services, marketing, geospatial infrastructure and strategic alliance teams to align sector trends with ArcGIS Solution capabilities. A trusted thought leader, relationship builder, and strategic planner, working with municipal executives, technology leaders, and innovation partners to shape the future of cities in Canada.

1.0 Key Responsibilities:

Strategic Leadership & Industry Engagement

  • Develop and execute a Municipal roadmap in collaboration with executive leadership, regional and industry teams.
  • Position Esri Canada as a thought leader in municipal innovation.
  • Present Esri’s Municipal Digital Twin approach at conferences, trade shows, and industry events.
  • Lead the creation of go-to-market strategies to drive growth in the municipal sector.
  • Evaluate sector trends and proactively develop solutions and messaging in alignment with key trends.
  • Liase with Industry Management at Esri Inc.

Business Development & Partnerships

  • Identify, develop, and collaborate on strategic sales opportunities in the municipal sector.
  • Build and maintain strong relationships with municipal executives, technology leaders, and innovation partners.
  • Collaborate with the Strategic Alliance team to create and execute a partner strategy for the municipal sector.
  • Collaborate with sales, industry and education & research teams to connect private sector and university innovation with municipal government needs.
  • Translate complex design concepts into compelling solution ideas that resonate with municipal stakeholders
  • Cultivate strategic partnerships across government, academia, and industry to accelerate adoption and co-development

Market Research & Planning

  • Conduct primary market research to position Esri’s solution capabilities for widespread adoption within key municipalities across Canada.
  • Monitor and size the potential market for Esri-based solutions, identifying gaps and opportunities.
  • Develop targeted annual marketing plans in partnership with marketing, sales and industry teams.
  • Identify and evaluate new business models and use cases relevant to municipal operations and smart city initiatives

Sales Enablement & Marketing Support

  • Provide domain expertise to sales and industry staff throughout the opportunity lifecycle.
  • Collaborate with marketing, sales and industry teams to create and share customer case studies and Esri industry news.
  • Participate as a subject matter expert in the municipal key account planning activities driven by the sales team.
  • Actively promote GIS technology and Esri’s brand through social media and key municipal sector associations.
  • Support the development of marketing collateral, sales readiness materials, and pricing strategies.

Community Building

  • Collaborate with the GIS Community Development program to build and maintain a strong GIS user community within the municipal sector.
  • Facilitate networking opportunities through web content, LinkedIn, blogs, online forums, and user groups.
  • Represent Esri Canada in key municipal sector committees and working groups.

2.0 General Responsibilities:

  • Participate collaboratively in the company Employee Development Program.
  • Communicate effectively with internal and external personnel at all levels, representing the company in a professional manner at all times.
  • Actively participate in company, staff or individual one-on-one meetings on an ongoing basis for the purposes of effective teamwork, enhanced communication and progressive co-operation strategies within the company as well as other departments across the company.
  • Continually contribute to the sustainable growth of the company and ongoing business operations by initiating, recommending and implementing continuous improvement strategies and initiatives.
  • Conduct any general duties, specific job projects and responsibilities as assigned or required by the Executive Director or Esri Canada management in a timely and professional manner.

3.0 Minimum Education Requirement:

  • Bachelor’s degree in Computer Science, Data Science, Urban Development Planning, Statistics, Analytics, Economics, or equivalent.

4.0 Minimum Experience and Training Requirement:

  • 10+ years of direct experience with government organizations, associations, agencies, or committees.
  • Proven C-Suite business development experience with an ability to engage at the executive level.
  • In-depth knowledge of municipal focused technology solutions, data frameworks, technology integration, and community partnership models.
  • Deep understanding of municipal government operations including procurement, contracting, and budgeting.
  • Demonstrated success integrating GIS across diverse municipal business lines.
  • Strong background in sector strategy, business development, and marketing programs.
  • Proficiency with CRM tools (Salesforce preferred) and MS Office 365
  • Strong knowledge of the Esri Canada solutions, in alignment to the jobs to be done based on municipal needs and opportunities.

  • Experience writing funding applications, social media content, and presentation materials.
  • Active engagement in municipal sector trends, technology advancements, and workflow innovations.
