The Finance Branch plays a vital role in ensuring financial integrity, accountability, and innovation in delivering services that impact the lives of citizens across Saskatchewan.
The Ministry of Social Services is seeking a collaborative and strategic leader with strong interpersonal, communication, and financial management skills for the position of Director, Financial Operations.
Reporting to the Finance Branch’s Executive Director, you will:
- Lead and direct the delivery of daily client and vendor payment processes, banking, accounting, collections, and financial transformation services to ensure accurate, timely, and compliant financial operations.
- Provide leadership and expertise in the development and delivery of financial reporting, including quarterly and year-end processes that meet legislative, auditing, and accountability requirements.
- Serve as the lead contact for collaboration with the Provincial Auditor’s Office and the Provincial Comptroller’s Office to meet financial auditing and reporting requirements.
- Develop and manage financial controls and processes to safeguard public resources and improve efficiency across the Ministry.
- Provide strategic advice to executive leadership on financial policy, accounting standards, and fiscal management to support sound decision-making.
- Oversee financial systems transformation initiatives to modernize business processes, enhance data quality, and improve public services.
- Lead business continuity and emergency response financial operations to ensure resiliency and service continuity.
- Build and inspire an inclusive, collaborative, and high-performing workplace.
The successful candidate will have:
- Comprehensive knowledge of generally accepted accounting principles (GAAP and PSAB) and the ability to interpret and apply them in developing policy and procedures.
- Strong analytical and problem-solving abilities, with the capacity to identify opportunities for process improvements and transformation.
- Experience in leading financial operations, including payroll, collections, reporting, and auditing functions.
- The ability to influence, negotiate, and achieve consensus with diverse stakeholders in the absence of established standards.
- Proficiency in Microsoft Excel, MIDAS Financials, and other financial systems, with the ability to quickly learn and apply new technical skills.
Typically, this knowledge would be obtained through an undergraduate degree in Commerce or Business Administration combined with an accounting designation and several years of progressively responsible job-related experience.
