About the role

The Director, Technical Services is accountable for establishing, leading, and continuously improving EnPower's Technical Services function. The role ensures the organization has the technical expertise, engineering standards, asset integrity programs, reliability strategies, and specialized resources required to operate safely, reliably, efficiently, and in compliance with applicable regulatory requirements. The Technical Services function acts as a centralized center of excellence supporting Operations, Facility Engineering, Project Delivery, Product Lines, Health, Safety & Quality, and Commercial activities through asset integrity management, reliability engineering, technical governance, engineering expertise, and specialized subject matter support. The Director is responsible for defining the strategic direction, priorities, capabilities, and performance expectations for the function while ensuring alignment with organizational objectives, regulatory requirements, operational needs, and long-term business goals. The Director is accountable for the effective deployment of Technical Services resources and ensuring the delivery of technical services, asset integrity support, and specialized expertise required to meet the needs of the business. Responsibility Area #1 – Functional Leadership & Organizational Capability Purpose: Establish and lead a high-performing Technical Services function aligned with the needs of the business. Key Responsibilities Define the vision, structure, objectives, priorities, and operating model for the Technical Services function. Establish performance expectations, resource strategies, and capability development plans aligned with organizational objectives. Ensure the organization maintains the technical expertise, capacity, and organizational capabilities required to support current and future business needs. Establish workforce, succession, and capability strategies that support the recruitment, development, and retention of technical professionals, asset integrity specialists, and subject matter experts. Establish technical competency frameworks, development pathways, and knowledge management practices that strengthen organizational capability and long-term sustainability. Provide leadership and oversight of talent development, performance management, and organizational effectiveness initiatives. Develop, mentor, and coach technical leaders and subject matter experts to strengthen organizational capability and succession readiness. Ensure organizational structure, resources, and capabilities remain aligned with business priorities, operational requirements, and strategic objectives. Foster a culture of technical excellence, accountability, collaboration, innovation, and continuous improvement. Responsibility Area #2 – Technical Governance, Standards & Assurance Purpose: Establish and maintain the technical governance framework that supports safe, reliable, and effective execution across the organization. Key Responsibilities Update, maintain and enforce Professional Practice Management Plan. Establish and maintain engineering standards, specifications, procedures, and technical governance processes. Ensure consistency and quality of technical decision-making across the organization. Provide technical assurance for significant engineering, operational, and project-related decisions. Ensure compliance with applicable technical, regulatory, and corporate requirements. Oversee technical risk management and governance processes. Monitor industry developments and incorporate relevant best practices into organizational standards and governance systems. Ensure appropriate technical review, technical assurance, and governance processes are applied to work based on risk, complexity, and business impact. Responsibility Area #3 – Asset Integrity & Lifecycle Management Purpose: Ensure the long-term integrity, reliability, safety, and performance of EnPower's assets. Key Responsibilities Provide leadership and governance for the Asset Integrity Management Program. Establish inspection, integrity, and lifecycle asset management strategies. Ensure appropriate systems, processes, and resources are in place to identify, assess, prioritize, and manage asset-related risks. Oversee risk-based inspection, fitness-for-service, corrosion management, mechanical integrity, and asset life extension programs. Monitor asset integrity and reliability performance and drive continuous improvement initiatives. Support integrity-related investigations, risk assessments, root cause analyses, and corrective action programs. Ensure programs are compliant with applicable integrity, reliability, pressure equipment, and regulatory requirements. Align asset integrity activities with Operations, Facility Engineering, Project Delivery, and Health, Safety & Quality objectives. Provide technical leadership related to asset health, reliability performance, and long-term asset sustainability. Responsibility Area #4 – Technical Services Delivery & Business Support Purpose: Provide specialized technical expertise and subject matter support to the broader EnPower organization. Key Responsibilities Provide technical expertise, troubleshooting support, and specialized resources to Operations, Facility Engineering, Project Delivery, Health, Safety & Quality, and Commercial functions. Provide technical leadership and support during project development, project execution, commissioning, startup, and operational readiness activities. Support Commercial and Business Development with technical evaluations, technology assessments, due diligence, and strategic initiatives. Establish effective service delivery models and facilitate collaboration across organizational functions. Act as a trusted advisor to senior leadership on technical, integrity matters. Responsibility Area #5 – Strategic Planning & Continuous Improvement Purpose: Ensure the Technical Services function supports the long-term growth, sustainability, and competitiveness of the business. Key Responsibilities Contribute to organizational strategy, business planning, and operational improvement initiatives. Support long-term asset, technology, capability, and organizational planning activities. Identify and implement opportunities to improve technical processes, systems, governance frameworks, and organizational effectiveness. Evaluate emerging technologies, industry trends, and best practices to support future business growth. Ensure Technical Services capabilities evolve in alignment with changing business requirements and strategic objectives. Monitor the effectiveness and performance of the Technical Services function and implement improvement initiatives as required. Establish and monitor key performance indicators that measure the effectiveness of technical services, asset integrity, reliability, and organizational support activities. Experience Required: 15+ years of progressively responsible experience within engineering, operations, asset integrity, reliability, project delivery, or related industrial environments. Leading technical, engineering, asset integrity, reliability, or operational support functions. Developing and implementing technical governance, engineering standards, asset integrity programs, or reliability management systems. Supporting complex power generation and midstream assets throughout their lifecycle, including development, execution, operations, maintenance, and optimization. Leading multi-disciplinary teams and managing specialized technical resources. Working within industrial environments with significant safety, environmental, reliability, and compliance regulations. Influencing senior leaders and facilitating alignment across multiple functional groups. Developing organizational capability, technical competency programs, and succession planning initiatives. Supporting strategic planning, business improvement, and organizational transformation efforts. Leading organizational transformation, operating model development, or functional integration initiatives. REQUIRED KNOWLEDGE: Engineering governance, technical assurance, risk management, and organizational governance frameworks. Understanding of project development, project delivery, commissioning, operations, and maintenance processes. Applicable Alberta regulatory requirements, industry codes, standards, and compliance frameworks relevant to industrial facilities. Business planning, capital planning, operational performance management, and continuous improvement methodologies. Organizational design, governance models, operating model development, resource planning, and capability management. Risk-based decision-making and work classification methodologies. Inspection, integrity management, reliability engineering, fitness-for-service, and risk-based decision-making methodologies. Asset management principles consistent with ISO 55000 or equivalent asset management frameworks. REQUIRED SKILLS & ABILITIES: Ability to provide strategic leadership and direction for a multi-disciplinary technical organization. Ability to develop and implement technical governance, asset integrity, and organizational capability strategies. Strong leadership, coaching, mentoring, and talent development capabilities. Ability to evaluate complex technical, operational, commercial, and organizational issues and develop practical solutions. Strong decision-making and prioritization skills in environments with competing priorities and limited resources. Ability to influence and align stakeholders across Operations, Facility Engineering, Project Delivery, Health, Safety & Quality, and Commercial functions. Strong verbal, written, facilitation, and presentation skills. Ability to lead organizational change, process improvement, and business transformation initiatives. Strong analytical, problem-solving, and systems-thinking capabilities. Ability to balance technical rigor, operational practicality, risk management, and business objectives.
