Environmental Officer - Lab

The City of Orillia is currently seeking a highly motivated individual to fill the position of Environmental Officer - Lab.
Reporting to the Environmental Compliance/QMS Coordinator, the Environmental Officer - Lab, is responsible for the operation and maintenance of the Wastewater Treatment Centre’s laboratory as well as assisting with other functions including environmental monitoring, industrial and property inspections, stormwater pond maintenance, spills assistance, public education outreach, etc.
Candidates must possess a two year Technician diploma in a related field for hiring.
The City of Orillia offers a competitive wage and benefits package, and registration with the OMERS pension plan. This is a Unionized position. The wage range for this position is $29.67 per hour with progression after successful completion of a 90-day probationary period to $30.55 per hour based on a 40-hour work week.

Environmental Officer - Lab
Position Synopsis and Purpose
Reporting to the Environmental Compliance/QMS Coordinator, the Environmental Officer - Lab, is responsible for the operation and maintenance of the Wastewater Treatment Centre’s laboratory as well as assisting with other functions including environmental monitoring, industrial and property inspections, stormwater pond maintenance, spills assistance, public education outreach, etc.

- Maintain reporting requirements for WWTC and Pumping Station compliance, quality assurance and quality control procedures.
- Responsible for the inventory, including sourcing and purchasing of lab materials (chemicals and equipment).
- Responsible for the collection, preparation and submission of wastewater compliance sampling to outside laboratories.
- Research new equipment, methods and procedures.
- Provide data entry and analysis on sample results and various process parameters.
- Maintain, calibrate and catalogue specifications for instruments and equipment.
- Assist Environment and Infrastructure Services staff with work tasks that involve additional staffing requirements (i.e.: confined space entry).
- Assist with the inspection and monitoring of commercial and industrial discharge to the sanitary sewer system, when required.
- Assist with groundwater monitoring at the City’s Waste Diversion Site, as required.
- Maintain and monitor Biosolids Haulage Contract records. Update and retain haulage sheets, monitor and enforce contract non-compliance.
- Afterhours assistance may be required for an emergency situation, such as a Bypass event.
- Other duties as assigned.

- Prepare reports and attend court appearances pertaining to bylaw enforcement of Sewer use.
- Cross train and provide support for all Environmental Officer functions including Wastewater Treatment Centre laboratory support, environmental monitoring, industrial and property inspections, stormwater pond maintenance, spills assistance, public education outreach, etc.

- Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.
Minimum Qualifications
Education (degree/diploma/certifications)
- Two year Technician diploma in a related field.
Experience
- First aid, confined space and WHMIS training an asset.
- Lab experience an asset.
Knowledge/Skills/Ability

Knowledge of secondary wastewater treatment processes an asset.

Excellent communication, interpersonal and judgment skills with the ability to work in a team environment.

Excellent report writing, organization and public relation skills.

Excellent computer skills using MS Office applications including Word, Excel, e-mail and the internet.
Physical Demands
- Required to work both inside and outside of the plant, may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals.
- Appropriate protective equipment (PPE) is to be worn when working with or around hazardous chemicals and/or equipment in accordance with the Occupational Health and Safety Act.
- Confined space and fall arrest equipment and personal protective equipment (PPE) must be worn as required in accordance with City policies and the Occupational Health and Safety Act.
