THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation‐related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and supporting implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.
The Regional Cooperation Institutional and Governance Consultant reports to the Chief, Regional Safety Cooperation Unit (RSCU) with whom s/he consults on work related issues and from whom s/he seeks advice and guidance on assignments. The incumbent will be expected to work as part of the RSCU team, coordinate with other sections within ANB and with the ICAO Regional Offices. S/He carries out duties and responsibilities in support of the development and provision of assistance to existing and emerging regional and sub‐regional bodies in Regional Aviation Safety Oversight Organizations (RSOOs), Regional Accident and Incident Investigation Organizations (RAIOs) and Investigative Cooperative Mechanisms (ICMs)as are assigned to her/him by the Chief of the Section.
MAJOR DUTIES AND RESPONSIBILITIES
- Review and analyze the current RSOO and RAIO Assessment Programme (RRAP) Assessment Questions (AQs), develop new AQs and/or enhance current AQs in the areas of legal, organization, human resources, finances, etc.
- Review and update theSafety Oversight Manual – The Establishment and Management of a Regional Safety Oversight Organization(Doc 9734, Part B) in order to provide necessary guidance to implement effective and sustainable RSOOs/regional cooperation mechanisms, including additional tools to incorporate the revised RRAP AQs.
- Develop and/or revise workshop material and conduct/facilitate workshops on Effective Delegation and Regional Cooperation.
- Develop proposals and/or provide assistance (legal, organizational, and governance advice) to help strengthen RSOOs and RAIOs, as requested.
- Conduct a review of ICAO Annexes and documentation to determine how regional cooperation can be further incorporated into the ICAO framework.
- Develop additional ICAO tools and other guidance material to support regional cooperation mechanisms, as necessary
- Any other tasks to support regional cooperation mechanisms.
- Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Educational background
Essential
- LLM, International Air and Space Law; Juris Doctorate
Professional experience and Knowledge
Essential
- A minimum of 10 years of experience working with Civil Aviation Authorities (CAAs) and regional cooperation mechanisms.
- A minimum of 10 years of experience conducting audits/assessments and studies with a focus on legal, organizational and procedural issues.
- A minimum of 10 years of experience advising and/or drafting legal and regulatory frameworks for CAAs/regional organizations.
- A minimum of 10 years of experience working with and/or assisting regional organizations and states to address deficiencies and establish foundational needs (legal, organizational, procedural, human resources, financing).
Language Skills
Essential
- Fluent reading, writing and speaking abilities in English.
Desirable
A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT
It should be noted that this consultancy is to be filled for an initial period of eleven (11) months, with a maximum of 130 working days within that period, and with the possibility of an extension.
Please note that the daily rate for Band C varies from CA$ 402 to CA$ 578.
