ICTC is seeking a Senior Director of Research and Economics who will lead a multi-faceted national portfolio focused on driving ICTC’s policy influence, research excellence, and labour market intelligence. This position provides high-level strategic and operational leadership across multiple business areas, collaborating closely with executives, directors, and cross-functional teams. The Senior Director will oversee the integration of policy research, economic modelling, labour market information (LMI), data science, and program evaluation, delivering high-impact insights that shape Canada’s digital future.
Key Responsibilities
Strategic Leadership and Organizational Development

Lead a diverse portfolio of initiatives across research, policy, and economic strategy—working in collaboration with executives, directors/senior managers, and managers.

Develop strategic plans to optimize ICTC’s research and policy functions, while identifying and cultivating the talent required to deliver on these goals.

Contribute to overall organizational strategy, helping shape ICTC’s impact agenda and national positioning.

Provide leadership across both functional and matrixed teams, fostering cohesion, accountability, and innovation.

Identify and open new national and international markets, establishing ICTC as a leading voice in digital policy and workforce strategy across borders.

Collaborate with ICTC’s Business Development team to identify opportunities, prepare proposals, provide subject matter expertise, and meet annual goals.
Research, LMI, Data, and Evaluation Oversight

Direct ICTC’s qualitative and quantitative research, data science, labour market intelligence, and program evaluation teams.

Advance ICTC’s LMI portfolio by overseeing national forecasting, labour market modelling, and the development of LMI tools for stakeholders.

Examine Canada’s productivity performance, innovation adoption, and competitiveness gaps relative to international peers.

Elaborate quantitative modelling (input-output, econometric, CGE models) to assess the economic impacts of major projects, policies, or infrastructure investments.

Perform projections for GDP growth, employment, inflation, trade, business investment, and public finances as they relate to the digital economy.

Ensure methodological rigour, data integrity, and evidence-based insights through advanced analytics, forecasting, and evaluation frameworks.

Promote innovation in digital research platforms and the responsible application of AI and automation in economic intelligence.

Represent ICTC in national and international economic policy discussions, panels, and working groups.
Stakeholder Engagement

Build and maintain credibility with senior stakeholders in government, industry, academia, and international organizations.

Serve as a spokesperson and thought leader on issues of national economic relevance, including Canada’s digital economy, digital transformation, workforce development, and skills.

Translate complex policy and economic insights into practical recommendations for senior decision-makers.
Financial Stewardship, Risk and Performance Management
-
Oversee financial planning for the department and ensure resource allocation aligns with strategic priorities.

Exercise strong financial acumen, scoping, and business planning to ensure the sustainability and growth of the department.
-
Lead robust risk, performance, and impact evaluation processes, ensuring transparency, accountability, and results.
Qualifications
-
Master’s or PhD in Economics, Public Policy, Political Economy, Data Science, or a related field.
-
10+ years of progressive leadership experience in public policy, economic research, LMI, or innovation strategy in an applied setting.

Proven record of managing multidisciplinary teams, influencing executive-level stakeholders, and growing a national or international portfolio.

Demonstrated expertise in both qualitative and quantitative methods, economic modelling, evaluation design, and labour market forecasting.

Strong strategic and financial planning skills, with experience in multi-year portfolio development and stakeholder engagement.

Excellent communication skills, both written and verbal, with a track record of delivering high-impact reports, briefings, and public presentations.

Bilingualism (English/French) is an asset.
