Job Profile Under the supervision as determined by the department’s organizational structure and the Medical Directors’ designated scope of practice, the Community Paramedic is responsible for providing pre-hospital medical services to the citizens of Winnipeg in accordance with established and approved medical standards and protocols.
The Primary Community Paramedic’s primary responsibilities include providing medical care, intake screening, and continued monitoring of individuals being detained under the Protective Detention and Care of Intoxicated Person’s Act at the Protective Care Centre or at the Winnipeg Police Service Central Processing Unit; additional responsibilities include medical evaluation, treatment, and patient referrals for individuals accessing services in all program areas. The Community Paramedic’s work collectively with many other health care resources within the Winnipeg Regional Health Authority (WRHA). This ensures continuity of patient care, and timely access to much needed health resources for a vulnerable at-risk population. In addition, the Primary Community Paramedic will be responsible for students as assigned by the WFPS Clinical Education Coordinator.
As The Primary Community Paramedic, You Will
- Provide primary care and emergency medical care / treatment to the clients at the Protective Care Centre.
- Be responsible for the assessment and continued monitoring and discharges of all Protective Care Centre and CPU detainees.
- Participate in public education, injury prevention, and community relations activities, meetings, and teaching opportunities.
- Carry out established equipment and station cleaning procedures and maintain required equipment and supplies inventories.
- Participate in the Enhanced Low Acuity Telephone Triage Program by triaging low acuity 911 calls as assigned by dispatch. This program will run out of the Protective Care Centre as required.
Your Education And Qualifications Include
- Graduate from a Primary Care Paramedic (PCP) or an Advanced Care Paramedic (ACP) Program accredited by the Canadian Medical Association (CMA) (prior to February 2018) or Accreditation Canada (after February 2018).
- Completion of the WFPS Community Paramedic training program.
- A minimum of two (2) years’ experience in Community Paramedicine and is an active member on the Community Paramedic roster.
- Must possess and maintain a valid Heart and Stroke CPR Certification – Basic Life Support Level.
- Knowledge and understanding of the Protective Detention and Care of Protective Detention and Care of Intoxicated Person’s Act (PDCIP) is preferred.
- A post-secondary degree or diploma and/or training in a related field is preferred.
- Proficiency in the NOCP standard competencies for PCP / ACP and further skills as determined by the scope of practice as identified by the departmental Medical Director.
- Knowledge, understanding, competence and experience in the application of emergency medical services, legislation, regulations, standards, guidelines, protocols, policies, procedures, practices, technology, equipment and techniques as well as WFPS emergency medical protocols, policies, procedures and practices and 2011 NOCP scope of education for PCP / ACP.
- Strong leadership skills including the ability to provide mentorship, coaching, support, and feedback to others with the organizational ability to multi-task in a dynamic fast-paced environment
- Analytical, problem-solving, decision making and critical thinking skills with a strong attention to detail including the ability to ensure accuracy in numeracy.
- Effectively verbal communication skills.
- Effective written communication skills with the ability to prepare and maintain detailed and accurate reports and records.
- Ability to communicate in both official languages is an asset.
- Ability to perform professionally and independently under very stressful and demanding situations.
- Superior interpersonal skills in dealing with clients, co-workers, supervisors, and other agencies and professionals (i.e. Patients, Police and other health care professionals) with an ability to provide care in an empathetic, respectful, and professional manner to the diversity of the population served.
- Ability to use eHealth reporting systems and Microsoft Office Products.
- Ability to handle confidential information and sensitive or contentious issues with tact, diplomacy, integrity and discretion.
- Commitment to ongoing learning and training including participating in additional programs and achieving certificates as requested by WFPS.

- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Must possess and maintain a valid College of Paramedics of Manitoba Primary Care Paramedic (PCP) Certificate of Practice (minimum) or a College of Paramedics of Manitoba Advanced Care Paramedic (ACP) Certificate of Practice in good standing.
- The successful applicant to this position must possess and maintain a valid Manitoba Class 4 Full Driver’s License (or provincial equivalent), satisfactory to the Employer.
- Level 2 Security Check from the City of Winnipeg Police Service, satisfactory to the employer. Documentation must be current and have been completed within the previous twelve (12) months prior to date of employment. Check will be scheduled by the Winnipeg Fire Paramedic Service with the Winnipeg Police Service. Applicants will only be scheduled for this check if they are successful through the recruitment process.
