Waypoint Centre for Mental Health Care is a 315-bed academic and teaching hospital that provides specialized mental health, addiction and geriatric care. Located on the shores of Georgian Bay, we serve some of the most complex and disadvantaged individuals in Ontario and are the sole provider of high-secure forensic mental health services in the province.

The VP, Corporate Services and Chief Financial Officer is currently seeking a Director of Finance & Procurement. The purpose of the position is to drive execution of the hospital's financial strategy and related initiatives, assess and optimize financial performance and health, and identify financial risks and mitigation strategies. This role leads the development, implementation and evaluation of all hospital finance activities including accounting, procurement, payroll, cash management, patient trust, investment and audit functions, and is accountable for organizational compliance with privacy, access, records management, and risk management obligations. The successful incumbent will regularly provide strategic advice to the hospital's leadership including the CFO, Senior Leadership Team and various Board committees.

KEY ACCOUNTABILITIES:

  • Develop, lead and execute financial management strategies that support Waypoint’s mission, drive financial performance health, mitigate security and risk issues/concerns; advance initiatives that facilitate innovation, efficiency and sustainable performance in a complex cross-functional environment.
  • Lead the annual hospital budget and capital planning process; oversee and monitor hospital investments; be the principal contact for the hospital’s investment managers.
  • Provide leadership and oversight to the hospital’s procurement, strategic sourcing and supply chain strategies ensuring high quality and innovative performance aligned with strategic plans and priorities.
  • Deliver strategic advice to the CFO and senior leadership on procurement performance, identified risks and mitigation strategies.
  • Lead change initiatives to meet organizational goals at the Department level based on the overall hospital Strategic Plan and objectives; develop and monitor performance review processes and indicators that support outcome-based, effective and efficient services to manage hospital finances.
  • Lead the development, implementation and monitoring of annual departmental budget consistent with the goals and objectives of the hospital’s strategic and operational plans and priorities.
  • Provide financial leadership and advice to hospital Senior Leadership Team, Directors/Managers and department/program teams ensuring that results are used for learning and further development and maintenance of financial performance
  • Develop and implement policies and procedures to support legislative and professional requirements, including reporting and compliance; ensure alignment with Ontario Health and Ministry of Health directions, accreditation, and corporate policies and practices.
  • Lead and advise the CFO on multiple strategic fiscal imperatives including long-term financial planning, development of sustainability plans inclusive of multiple-year forecasts and run rate analysis.
  • Build and maintain relationships with key stakeholders in the Ministry of Health, Ontario Health and other Governmental agencies, as well as with other healthcare and related organizations.
  • Support the CFO in serving as the primary management support to the Resource & Audit Committee and other Board and leadership committees from time to time.

REQUIREMENTS/QUALIFICATIONS:

  • Canadian Chartered Professional Accountant (CPA) Designation
  • Bachelor’s degree in related field such as Business, Commerce, Accounting, Finance, etc.
  • Master’s degree in a related field is considered an asset
  • Seven to ten years of progressive financial leadership experience
  • Extensive knowledge and experience in public sector accounting standards as well as generally accepted accounting principles, investment practices and business management theories
  • Extensive knowledge of Canada Revenue Agency and Management Information System rules, as well as Provincial legislation and statutes including relevant tax legislation
  • Excellent analytical, problem recognition and problem-solving skills to effectively steward the hospital’s financial services, effectively lead quality improvement and change initiatives
  • Excellent decision-making skills to form and defend independent judgments
  • Excellent organizational and time management skills to effectively handle many complex, and often time-sensitive, issues
  • Excellent verbal/written communication and presentation skills to provide professional leadership/consultation and represent the hospital in public forums
  • Excellent negotiation skills & relationship-building skills with internal and external partners
  • Resilience to lead effectively, particularly under stressful conditions, ensuring compliance and corporate deadlines are met
  • Results oriented work ethic to work independently and undertake tasks needed to accomplish work objectives and deliver quality, consistent and timely results
  • Models and promotes core ethical practice, Waypoint Values (Caring, Respect, Accountability, Innovation)
  • Must be proficient in English; French language skills are an asset
