ROLE OVERVIEW
The Senior Program Advisor (SPA), Member Engagement and Strategic Analysis, advances CICan’s member engagement strategy and supports the design and delivery of future phases of the CICan Academy for College Leadership. The role blends sector analysis, strategic insight, and program coordination to strengthen member value and organizational impact.
The incumbent analyzes member priorities and sector trends to produce actionable insights that inform CICan’s strategic initiatives and advocacy. They also coordinate new Academy components, working with internal teams, subject‑matter experts, and external partners to refine learning outcomes, develop content, and manage delivery. Cross‑organizational collaboration—including with Government Relations and Communications—ensures alignment, knowledge sharing, and effective member engagement.
MINIMUM REQUIREMENTS
Education:
Diploma from a post-secondary institution in Administration or an equivalent combination of Post‑secondary education in public policy, education, social sciences, or a related field, or an equivalent combination of education and experience.
Experience:
Minimum 5 years relevant experience in:
- Policy analysis, stakeholder engagement, or program management (preferably in post‑secondary education or the public sector).
- Training, leadership development, or professional learning initiatives.
- Multi‑stakeholder committees, sector associations, or national networks.
- Environmental scans, sector analysis, or policy research to support evidence‑based decisions.
- Contract management and working with external consultants or facilitation teams.
- Project management (planning, milestone tracking, risk management).
- Curriculum design, learning frameworks, or competency‑based approaches.
- Preparing briefing materials (briefing notes, decks, summaries) for senior leadership, committees, or external stakeholders.
- Coordinating multi‑stakeholder initiatives with internal teams, member institutions, and external partners.
- Supporting national or pan‑Canadian initiatives, coordinating input across regions or institutions.
- Managing multiple projects or workstreams, balancing timelines, priorities, and dependencies.
- Member engagement activities (consultations, outreach, onboarding, renewal, feedback).
- Working in a bilingual environment, including drafting, reviewing, or coordinating content in both official languages.
Knowledge:
- Knowledge of data analysis tools, CRM systems, and information management practices
- Knowledge of membership-based organizations and engagement models
- Results measurement and evaluation frameworks
- Project or risk management methodologies
- Knowledge of Canada’s college and institute system and nationalpost-secondaryeducation issues
- Knowledge of bilingual, accessible, and inclusive communications standards
- Familiarity with digital learning technologies and virtual facilitation platforms (asset)
- Digital learning ecosystem design (an asset)
- Knowledge of federal public policy and governance processes relevant topost-secondaryeducation and skills (an asset)
Language: Bilingual - English and French
COMPENSATION: $87,463 to $107,055
STATUS: Full-time(unionized position - SPIII)
LOCATION: 301 ‑ 350 Sparks St, Ottawa, Ontario K1R 7S8
WORKING CONDITIONS:
- Hybrid work environment with weekly presence required in the office
- Ability to travel within Canada
