The Opportunity: The Manager, Waste Operations oversees the District’s waste facilities, ensuring safe, efficient and compliant
operations while providing contract management, capital projects and leadership to waste operation staff. This
role drives strategic initiatives, continuous improvement and contributes operational insights to future system
planning.
What you will do:
- Manages the daily operations of District waste facilities, including landfills, transfer stations, composting
operations, waste depots and closed landfill sites.
- Ensures safe, efficient, and compliant operation of all sites in accordance with ECAs, legislation, District
Waste Management By-law, and related policies.
- Aligns strategic waste management objectives with site operations, by optimizing landfill lifespan and
airspace, protecting long-term capacity at the Rosewarne landfill, and implementing key operational
outcomes of the Solid Waste Master Plan.
- Manage and develop employees in a manner consistent with District values, policies and procedures,
including selection, work schedule, training and performance evaluation.
- Oversees site inspections, audits, and monitoring activities and addresses operational issues to maintain
regulatory compliance and service standards.
- Liaises with the Ministry of the Environment, Conservation and Parks (MECP) on regulatory and
operational matters and reviews monitoring data and technical reports to support compliance.
- Supports planning and coordination of capital and remediation projects and provides operational input to
long term system planning.
- Coordinates with collection and site attendant contractors to ensure service delivery and responds to
escalated operational issues and customer concerns.
- Oversees procurement activities related to waste operations, including preparing contracts, and
procurement documents, and provides input on fleet and equipment requirements.
- Represents the District with Area Municipalities, provincial agencies, stakeholder groups, and the public,
with a focus on public outreach and education related to waste operations.
- Facilitates enforcement of the Waste Management By law and provides support in resolving illegal
dumping concerns.

Prepares and updates SOPs, reports, presentations, by laws, and agreements.

Related duties, as assigned.
What you will need:
- Graduate of a four (4) year university program in Applied Science, Environmental Engineering or Civil
Engineering and a member in good standing with Professional Engineers Ontario (PEO). A combination of
related education and practical experience may also be considered.
- Certification as Manager of Landfill Operations and related Solid Waste Association of North America
(SWANA) designations.
- Minimum of four (4) years progressively responsible experience successfully leading and managing a
multi-disciplinary team of staff, preferably in a unionized environment.
- Thorough knowledge of landfill and composting operations, solid waste collection, waste diversion
programs.
- Proven ability to accomplish performance objectives in a corporate team environment and to work under
tight deadlines, while exhibiting strong, organization, written and oral communication skills.
- Demonstrated technological proficiency.
- Valid Ontario driver’s license.
