Reporting to the Director, Facility Planning and Engineering Services, the Manager, Engineering Services and Projects is accountable for the leadership, direction, and management of the Engineering Services Department for all college facilities ensuring effective services are provided in a proactive, strategic, and constructive manner.

The position provides managerial oversight in the area of Engineering Services to ensure the effective development and ongoing management of capital projects, deferred maintenance projects and Green House Gas Reduction projects. In support of the college’s strategic goals of Quality, by providing Quality Facilities, Equipment and Services; Innovation, by preparing a Future-Ready College; and Sustainability, by promoting Green Building practices.

The incumbent is responsible for coordinating the design and implementation of college-wide construction and renovation projects, participating in the GHG emission reduction strategies and initiatives for facilitating the long-term strategic capital planning process.

The incumbent provides strategic support for the activities of the Engineering Services and Projects department ensuring services are provided in a proactive, strategic, timely and constructive manner.

The incumbent is proactive in organizing and executing the college’s strategic capital requirements and procuring the financial resources, design and construction services necessary to implement the plan.

The incumbent ensures that the appropriate physical environment exists to support the college’s activities, in compliance with all regulatory agencies having jurisdiction.

What you’ll be doing:

Capital Project Management

  • Manages the approved annual capital projects, essential deferred maintenance, Greenhouse Gas Reduction initiatives, CERF, and AEF projects for all college campuses.
  • Engages external consultants and manages contracts with external professional architectural, engineering, and consulting firms as required to support approved capital projects.
  • Manages the architectural and/or engineering design process development of specifications and drawings consulting with Facility Services, Facility Planning, and stakeholders required to inform the building permit application, and the tendering of renovation/construction contracts.
  • Provides leadership for key Engineering Services staff from the Predesign, Preliminary Design, Final Design/Construction Document Preparation, Tender phases through to the Construction and Commissioning phases for final move-in and occupancy for each project.
  • Manages prequalification process of contractors and service providers or various projects.
  • Negotiates agreement terms, awards contracts to successful bidders.
  • Manages project management services including budget control. Scheduling, and compliance supervision to ensure compliance with all applicable codes, standards, college policies and procedures.
  • Manages relationships with consultants, contractors, and suppliers ensuring cost effectiveness, value for money, and schedules for completion.
  • Responsible for the development, implementation and monitoring of the college-wide five-year essential deferred maintenance budget in excess of $4.5 million annually, annual Facility Renewal Projects (FRP) budget, and annual AODA budget.
  • Oversees the annual Asset Management capital program (VFA) database update process for tracking college’s deferred maintenance backlog; required for reporting to Colleges Ontario.
  • Responsible for the digital and historical paper archiving system for construction contract documentation (drawings, specifications, maintenance manuals) for facility maintenance, future construction/renovation projects, VFA database updates, Archibus database updates, and COFSI database updates.

Managing Service Quality, Cost Effective Service Delivery and Legislative Compliance

  • Manages the Engineering Services and Projects department activities within the context of the department and college management system, consistent with the college’s strategic policy, collective agreement, and regulatory requirements.
  • Providing leadership and direction to support staff and administrative staff; determining priorities, assigning work to ensure service levels required for efficient customer service to students, faculty, and staff.
  • Maintaining a high level of staff performance to meet the needs of the college community through effective management of staff including hiring, training, performance planning, goal setting, performance management, discipline, and evaluation.
  • Advises and guides staff in resolving issues and problems; provides technical consultation and direction.
  • Ensuring staff, consultant, and contractor compliance with legislation and college policies in the area of Occupational Health and Safety, recommending and implementing improvements to minimize accidents and injuries.
  • Ensures a safe environment by promoting and coordinating the Health and Safety work functions of persons engaged in renovation, construction, and facility maintenance activities.
  • Providing expert information to senior management on matters of physical facilities, potential lease facilities, new facilities, physical accessibility, essential deferred maintenance on properties and equipment, environmental issues including the management of hazardous waste, building codes, fire codes, safety regulations and other government regulations related to College buildings, grounds, and services.
  • Contributing engineering services expertise to the development of capital, essential deferred maintenance, AODA, and AEF project submissions.
  • Preparing annual operating and capital budgets to achieve college objectives through the efficient and effective allocation of resources; manages operating budgets and operating capital project budgets to accurately forecast, monitor, and report on expenditures.

Project Development and Implementation – College Construction and Renovation Projects

  • Managing the ongoing process of preparing contracts, developing and reviewing contact documents prior to permit application and tendering, analysing, negotiation, and awarding contracts for a wide range of capital, essential deferred maintenance, AODA projects and AEF projects.
  • Provides advice to senior management on issues relating to these and other contracts relating to strategy partnerships, research grant funding applications, and funding proposals that have financial implications for the college. Contracts range in value from several thousand dollars to several million dollars in value.
  • Directing the administration of the design/construction project budgets, tracking of actual expenditures against budget and estimating future expenditures to ensure projects are completed within the given budget and schedule.
  • Develops and maintains good working relations with internal departments and stakeholders and with external consultants, contractors, suppliers, and government officials that are engaged in the renovation, construction of capital, essential deferred maintenance, AODA, and AEF projects ensuring cost effectiveness and value for money contracts.

Active Member of the College Management Team

  • Represents the college in dealing with matters relating to facility construction and operations.
  • Represents the college during litigation as required.
  • Participates as a key resource to the Capital Planning Committee, AODA Steering Committee, AOSA Advisory Committee; Chair of AODA Built Environment Committee.
  • Develops and implements with other departments, for College Policy Committee approval, college policies and procedures consistent with college requirements and municipal, provincial, and federal regulations.

What you’ll bring to the role:

  • Designation as a Professional Engineer (or equivalent) in the Province of Ontario, or a similar 4-year degree. A LEED AP designation will be considered an asset.
  • A minimum of 7 years of experience in a major institutional sector, such as postsecondary education, medical/hospital, service industry, including relevant experience in facilities management, architecture, engineering or equivalent.
  • Practical experience managing a wide range of renovation and construction projects on time and on budget.
  • Experience in building systems design and operation.
  • Proven experience in project management in a unionized environment, with sound knowledge of facilities management principles, practices, theories, and regulatory requirements sufficient to recommend long-term plans and direction to senior management for college facilities and physical assets.
  • Sound knowledge of building construction, architectural, civil, mechanical, and electrical systems.
  • Applied knowledge of Health and Safety, AODA, Fire, Building, Electrical, Plumbing and related codes.
  • Demonstrated leadership in performance measurement, asset and project management.
  • Strong leadership and managerial skills with the ability to empower reporting positions to manage their operations in an independent manner.
  • Strong yet accountable decision-making style and the ability to take calculated risks using common sense.
  • Compelling communication skills.
  • Innovation and creativity, with high levels of energy and resourcefulness. Sound financial acumen to effectively manage within financial constraints.
  • Demonstrated commitment and understanding of human rights, equity, diversity, inclusion, and accessibility.
  • The ability to communicate and work effectively with diverse students, employees, and communities.
