Responsibilities

PRIMARY PURPOSE

Plans and provides on-site coordination of transit services for special events and planned road closures/construction in the Lower Mainland. Develops and maintains effective communications plans to communicate with various internal and external stakeholders, ensuring that all events are handled and communicated effectively and to ensure CMBC’s ability to provide safe and reliable public transportation services with minimal disruptions to our customers.

KEY ACCOUNTABILITIES

Responsible for managing the internal requirements for Operations and Maintenance resources, external demands such as jurisdiction requests and specific events requirements and coordinating the reporting/recording the costs associated with these events. Coordinates the appropriate follow up with finance/TL to ensure cross charging for 3rd party costs are addressed.

Analyzes events thoroughly and determines all routes affected by the event, how the event would affect each of CMBC’s facilities and customers, provides guidance and direction to each depot to make necessary adjustments to their schedules, routes and recommends additional coverage and service requirements. Produces monthly statistical reporting/KPI tracking for the Special Events area.

Stay up to date on the latest technology changes in transit. Understanding what the limitations of the buses (ie. Battery Electric Buses) and the technology on the buses allows important and correct information to be shared in a timely manner. Provides input on what technology would be beneficial to the short-term detour operations and where there are shortcomings.

Develops working rapport with internal and external stakeholders and ensures service integrity is maintained through effective communication. Acts as a liaison between Transit Supervisors and Transit Communications for providing on-site coordination of transit service for special events and planned road openings/closings. Ensures all communications are in place (temporary signage at bus stops, notifications to operators, etc). Maintains ongoing liaison with Operations to ensure timely communication of changes and coordination and completion of Transit Supervisor special assignments. Communicates, directly or through T-Comm, with internal CMBC departments any planned or unforeseen changes affecting normal bus operations.

Collaborates with Duty Manager when responding to emergencies or implementing response plans. Communicates directly with construction and on-street traffic management personnel to ensure service issues and impacts are prioritized and that traffic diversions and required modifications are implemented as planned. Ensures the timely removal, closure and relocation of bus stops/zones as required due to safety, construction or traffic management requirements, and is an available resource to address any “Day of” Operational issues that are directly related to Operations, Transit Supervisors/Trolley O/H, CMBC Sign crew, and Customer Information (such as immediate changes to plans). Is an on-site resource for the Transit Communications Supervisors. Ensures that the SharePoint diversion activity communications for Operators/Customers are up to date.

Provides expertise on which diversions to put in place and works closely with CMBC Service Design to ensure that the short-term diversions match the long term reroutes. Coordination with the CMBC Planning and Scheduling departments to ensure the messaging to the contractors matches what is being relayed to operations.

Communicates with event managers/organizers and acts as a conduit to CMBC stakeholders. Attends meetings, with municipal or other event managers/organizers, that relate to upcoming events, providing input and thereby making decisions and recommendations on behalf of CMBC and to debrief post events to address issues to be proactive for future events. Exercise’s judgement in making decisions which may impact CMBC.

Works closely with CMBC Service Design and CMBC Finance to provide cost estimates to projects. Contact CMBC maintenance when required to ensure that there are sufficient buses available to dieselize routes for particular projects or that trolley buses can make the turns. Directs Transit Supervisors to investigate potential detours to ensure that follow ups are done with these projects to recoup costs and adjust the costing as required.

Proactively approaches external Stakeholders when aware of special events that may impact transit service. Investigates Operational challenges on an annual basis for recurring events and coordinates schedules and supporting administration in order to maximize efficiency in a cost-effective manner. Coordinate’s scheduling of Transit Supervisors to attend external event requests. Coordinates planning with TL Travel Smart, for 3rd party Charter requests and communicates and arranges for cross charges.

Qualifications

The competencies for this position would typically be acquired through Completion of a diploma in Business Administration, Transportation or related field and working toward a Certified Associate in project Management (CAPM) or Project Management Professional Certificate (PMP)

Five (5) years directly related, relevant experience in a large transit operations environment, vast knowledge of the CMBC transit system, experience handling and managing emergency situations involving coordinating changes to routes; immediate decision making to minimize service disruptions; working knowledge of the transit system and operations.

Strong analytical skills when developing and recommending work plans.

Exceptional interpersonal and customer service skills

Advanced decision making skills to respond, assess and react to a variety of operational and emergency situations

Excellent written and oral communication skills.

Solid computer skills in standard office software tools including word processing and advanced spreadsheet software, statistical packages and use of TMAC system and web-based and data management systems.

Experience in a transit operations or customer service environment, including experience in working with a large group of unionized employees and knowledge of the application of collective agreements, work rules, policies and procedures.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This is a full-time temporary position for 12 months.

Work Designation

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $89,600 - $134,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
