Job Description:
Purpose of Position
The Technical Business Analyst supports the successful delivery of the Market Conduct Business Solution (MCBS) project by bridging the gap between business needs and technical solutions among FSRA business units, technical teams, and the System Integrator (SI).
This role is responsible for analyzing, documenting, and translating business requirements into technical specifications while working closely with the vendor and the FSRA Program Office to ensure the proposed solution meets business objectives, security standards, and regulatory requirements
Key Responsibilities
Enables alignment across key MCBS streams and contributes throughout the project lifecycle from discovery through to deployment with a focus on data rationalization and normalization for the decommissioning systems and acts as the conduit between the business, IT and SI Team including:
- Leads requirements gathering sessions with business stakeholders and ensure alignment with regulatory and operational goals.
- Translates business needs into detailed functional, non-functional and actionable technical requirements (e.g., BRDs, user stories, process flows, data mapping).
- Collaborates with the System Integrator (SI) and FSRA teams to validate feasibility, solution design, and configuration approaches during the analysis and build phases.
- Works closely with FSRA’s Program Office, internal stakeholders, and the selected vendor (SI) to ensure that requirements are understood, prioritized, and implemented as expected.
- Participates in vendor working sessions, technical solution reviews, and contract/RFP clarifications as needed.
- Ensures traceability between requirements and delivered features, identifying and resolving any gaps or conflicts across streams.
- Supports the Forms and UI/UX stream by helping design digital workflows, wireframes, and user journeys that comply with accessibility and usability standards.
- Validates SIT/UAT test coverage based on requirements, and support the QA team in triaging defects and verifying resolution.
- Participates in data rule validation, DSP mapping, and interface requirements in collaboration with data analysts and technical architects.
- Maintains updated RACI, RAID logs, change logs, and execution matrices in collaboration with the Project Manager.
- Offers technical guidance and support throughout the project lifecycle, addressing technical challenges and ensuring the solution is robust and efficient.
- Participates in sprint planning, backlog refinement, and sprint review sessions.
- Tracks readiness activities and support reporting to the Program Office on business/technical alignment and issue resolution.
Qualifications
Education
- Postsecondary education degree in computer science, information technology or related discipline – or a combination of education, training and experience deemed equivalent.
Experience
- Minimum 5 years of experience in a Business Analyst or Technical Analyst role in enterprise transformation programs.
- Experience working with System Integrators or external vendors on solution design and implementation.
- Experience in regulatory, financial services, or public sector organizations.
Technical / Core Skills
- Strong understanding of SDLC, Agile/Hybrid delivery models, and requirements management best practices.
- Familiarity with different phases of software development, from requirements gathering to testing and deployment with proven ability to elicit, document, and validate business and technical requirements across multiple streams.
- Familiarity with solution delivery tools like JIRA, Confluence, Visio, and Microsoft Office Suite.
- Familiarity with market conduct, compliance, enforcement, or case management systems.
- Experience using methodologies for documenting and analyzing business processes.
- Exposure to vendor evaluation, contract management, and procurement lifecycle support.
- Demonstrated consultation and collaboration skills to work closely with vendors, project managers, and other stakeholders to ensure that the technical solution aligns with business objectives.
- Strong analytical and problem-solving skills with the ability to analyze complex business problems, identify root causes, and propose effective solutions.
- Project management to manage and coordinate projects.
- Strong interpersonal and communication skills for engaging business users, developers, QA teams, and vendors with the ability to clearly articulate technical information to both technical and non-technical audiences.
- Critical thinker with a collaborative mindset and a focus on quality, delivery, and continuous improvement and the ability to analyze complex business problems, identify root causes, and propose effective solutions.
- Highly organized, self-directed, and capable of balancing competing priorities under tight timelines
