Overview

The Project Lead, PRC Project & Planning will be responsible for overseeing the design and development process for a variety of facilities within the Parks, Recreation, and Culture (PRC) Division. Reporting to the Director, PRC Planning & Strategic Initiatives, the incumbent will lead cross-departmental Project Teams in design processes and operational planning, working in close collaboration with internal and external stakeholders to ensure PRC facilities meet the broad and diverse needs of the community. This challenging position requires an individual with enthusiasm, passion, outstanding communication and interpersonal skills, attention to detail and the ability to exert influence.

Areas of responsibility include, but are not limited to:

  • Providing leadership and direction for the development of facility projects across the PRC Division, including stakeholder and community engagement, program development, concept and detailed design.
  • Providing leadership and direction for communication and engagement plans and implementation.
  • Leading subject matter experts through design processes and providing support in regards to design considerations, product selection, and community engagement.
  • Leading the development, implementation and coordination of stakeholder and community engagement, ensuring program and design are informed by community needs and that stakeholders are both engaged and informed.
  • Providing leadership and management to the PRC design staff team, ensuring effective teamwork, high quality work and performance, organization, continuous learning and innovation.
  • Conducting research including best practices, trends, and demographics and making recommendations to inform operational and facility program development and design.
  • Preparing reports and give presentations to Council and Committees.
  • Preparing written material in response to inquiries to the City regarding the facility projects.
  • Preparing operating budget estimates in partnership with subject matter experts.
  • Acting as a day-to-day liaison with Project Development for each of the major facility projects.

Knowledge, Skills & Abilities:

  • Knowledge of the rules, regulations, procedures and policies governing the work performed.
  • Ability to establish and maintain working relationships, and work collaboratively with internal and external stakeholders
  • Demonstrated interpersonal skills, including tact and diplomacy with diverse stakeholders.
  • Skilled in coaching, mentoring, dispute resolution, attendance management, and progressive discipline practices, ensuring quality and service standards are met..
  • Ability to prepare effective reports and presentations, demonstrating excellent written and oral communication skills.
  • Demonstrated skill in reviewing renderings and blueprints.
  • Demonstrated skill in group facilitation and conflict resolution.
  • Demonstrated ability to problem-solve.
  • Ability to exercise sound judgement and decision making.
  • Ability to multi-task in a high pressure environment, exercising time management and organizational skills.
  • Proven ability to prepare and manage budgets.
  • Ability to conduct research including best practices, trends, and demographics
  • Skill in the use of MS Office Software including Excel, Word, and Outlook.
  • Ability to use REDMS or a similar records management system.
  • Ability to successfully clear a Police Information Check.

Qualifications and Experience:

  • Completion of a University Degree in Business Administration, Recreation, Planning or a related discipline combined with a minimum of 5 years of related experience including supervision, program development, facility operation, community engagement and development, and the operation, management and supervision of a variety of recreation and sport facilities.
  • Experience working in a unionized environment would be considered an asset.
  • A valid Class 5 Drivers Licence for the Province of British Columbia is required.
  • An equivalent combination of training and experience may be considered.

Working Conditions:

  • Work is performed primarily in an office environment, but will also require off site visits at various worksites.
  • Flexibility to work evenings and weekends is required.
