Procurement Coordinator QEC-26-005
Baker Lake, Nunavut
Reporting to the Manager, Supply Chain and based onsite out of Baker Lake, Nunavut, the Procurement Coordinator ensures that Qulliq Energy Corporation's (QEC's) procurement activities are carried out in accordance with approved policies and procedures, as well as Nunavut's public service procurement and contracting policies, guidelines, and relevant legislations.
Reporting to the Manager, Supply Chain, the Procurement Coordinator provides advice, guidance, and operational support on public service contracting processes, maintains detailed and comprehensive work plans for tenders and contracts, and contributes to the resolution of complex procurement challenges through the application of established procurement frameworks and practices.
Duties and Responsibilities:
- Provides guidance and advisory services to internal and external stakeholders, including cross-functional teams, on appropriate procurement and solicitation methods (public tender, selective invitation, and direct award) in accordance with applicable legislation, policies, and procedures, including the use of Requests for Tender (RFT) and Requests for Proposals (RFP).
- Coordinates and administers competitive tendering processes for operational and capital projects, including the development of tender documents, adherence to established tendering protocols, bid opening procedures, and the preparation of evaluation documentation and contract award recommendations.
- Coordinates the posting and publication of procurement opportunities and contract award information on approved tendering platforms and manages procurement-related communications with suppliers and proponents.
- Supports tender and proposal evaluation processes by coordinating compliance reviews, facilitating evaluation committee meetings, supporting consensus processes, and documenting evaluation results in accordance with established procedures
- Ensures compliance with NNI/NTI Policies and Article 24 requirements by supporting administrative reviews, documentation, and record-keeping related to Inuit employment and supplier preference evaluation components.
- Provides advice and support to client departments in the development, implementation, and administration of standing offer agreements and service agreements to support effective and efficient service delivery.
- Works collaboratively with the Manager, Supply Chain, and internal stakeholders to review, update, and maintain procurement templates, manuals, forms, and guidance materials to ensure consistency and compliance.
- Maintains complete, accurate, and well-organized procurement and contract files, including tender documentation, bonds and securities, evaluation records, correspondence, and contract documentation, in accordance with records management requirements.
- Supports procurement planning, monitoring, and reporting activities by maintaining procurement work plans, tender logs, contract registers, and tracking tools, and by utilizing procurement systems and ERP platforms to generate reports and maintain accurate records.
- Assists with supplier qualification and onboarding processes and supports compliance with corporate governance requirements and ethical procurement standards.
- Supports audit, compliance, and information requests by compiling and providing procurement and contract documentation as required.
- Performs other related duties as assigned.
Required Qualifications Include:
- Degree or College Diploma in business administration, public administration, supply chain management, or a closely related discipline.
- Formal training or coursework in procurement, contracting, or supply chain management, or an equivalent combination of education and experience.
- Minimum five (5) years of progressively responsible experience in procurement, tendering, and contract administration, preferably within a public sector or accountability-based environment.
- Demonstrated experience interpreting and applying procurement legislation, standards, policies, and procedures within structured procurement frameworks, including ensuring compliance, fairness, and transparency.
- Hands-on experience supporting competitive solicitation and tendering processes, including stakeholder engagement, compliance reviews, and documentation in support of contract award decisions.
- Demonstrated working proficiency in using ERP systems and procurement management software for tendering, contract administration, record-keeping, and reporting.
Assets:
- Professional certification or coursework in procurement or supply chain management (e.g., SCMP, MCIPS, CSCP, NISCL-CSCL, CPSM, or equivalent) is an asset.
- Project management knowledge, tools, and related training or certification (e.g., PMP) are considered assets.
- Experience working in public sector procurement and/or a utility environment, an asset.
- Experience supporting the procurement of goods, services, and utility construction projects, including work in remote, northern, or logistically constrained environments, an asset.
- Experience in project management activities such as planning, scheduling, resource coordination, estimating, and progress reporting, an asset.
- Knowledge of Nunavut, the land, language, and culture an asset.
- The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.
This position of trust and as such, the successful candidate must be willing to submit and pass a criminal records check.
We offer a competitive salary range of $114,161.22 to $133,351.19, and a northern living allowance of $24,767.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. Subsidized staff housing is available. This position is included in the Nunavut Employee's Union.
Preference will be given to Nunavut Inuit.
