Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The I&IT Senior Project Managers will report to the Senior Portfolio Delivery Managers and will be responsible for setting up the vision of the project, maintaining transparency, and creating a shared understanding of what "Done" looks like. They will also be responsible for schedule management, engineering quality, financial accountability, project deliverables and communications; as well responsible for creating a culture of success; ensure compliance with Metrolinx' s policies and mandates.
Term: 12 months
What will I be doing?
- Be an I&IT Delivery expert; advise the I&IT Senior Managers, Directors and Vice Presidents to improve planning, increase productivity, reduce risks and support operational efficiency and economy. Perform complete start to close-out project management on complex projects to ensure projects meet defined goals, scope, budget, and timelines
- Provide direction and advice to staff and personnel assigned to individual projects, through all project stages (e.g. on administrative, design, editing, technical, estimating, and priority issues).
- Lead the development, reviews and approvals of Project Charter and Project Plan documents. Lead the identification, assessment, mitigation, and communication of project risks. Manage risks of I&IT Delivery for Metrolinx.
- Promote the power of an inclusive team that enjoys working together to bring a shared vision to life
- Be the trusted partner to Metrolinx executives to help the business to use and analyze resources to manage enterprise risk and regulatory compliance.
- Provide expertise, advice and direction to I&IT and business resources who manage the delivery of related projects and services across the organization.
- Participate in the definition and monitoring of the Delivery team's yearly operating plan and performance to monitor for quality and service excellence.
- Creates, manages, and reports on budgets for assigned projects, to ensure projects are delivered within budget expectations
- Reviews and evaluates studies, reports, design proposals, specifications, and contract documents, to meet established policies, procedures, and standards applicable to projects
- Participates in the development of design proposals and evaluates and recommends RFP/RFQ submissions; manages In-Market activities, including Contractor Requests for Information, and reviews submissions during project design phase
- Proactively manages risks pertaining to I&IT Delivery for Metrolinx.
What Skills and Qualifications Do I Need?
- Degree in Computer Science or equivalent is required.
- Experience in Agile Project Management for demonstrated years including experience as a Scrum Master, Project Manager or Product Owner. Demonstrated years of related project management and coordination experience.
- Experience with Jira, Confluence, Microsoft Project, Azure DevOps and other recognized Project Management Tools.
- Experience of large complex transformational projects and multiple simultaneous projects. Experienced in facilitation, conflict resolution and stakeholder management.
- Data: Experience in end-to-end implementation and migration of Data Projects and/or initiatives. Experience in managing and operating Cloud Data Solutions (Azure, AWS, GCP). Have knowledge and understanding of Cloud/Azure concepts is an added advantage. Experience with Azure Tools/Services (Azure Data Factory, Synapse, SQL, Azure ML, Data Studio) is an added advantage.
- Progressive experience in project management, planning, budgeting, prioritization and risk management, which preferably includes the deployment or implementation of large-scale projects.
- Experience implementing both infrastructure and software systems would be beneficial. Recognized certification in Project management, Scrum Master, Lean, Agile or Scaled Agile (SAFe).
- Knowledge theories, principles, and practices for project management of IT systems and technology projects that incorporate capital and operating components. Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods, and techniques to manage the development and implementation of medium scale system/program projects.
- Leadership skills to manage and motivate teams and set clear expectations
