The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

As a Senior Policy and Intergovernmental Relations Analyst, you¿ll be at the heart of Indigenous self-government negotiations, legislative modernization, and strategic policy development.

In this role, you will:

  • Champion GNWT¿s position in Indigenous self-government and intergovernmental negotiations
  • Lead legislative and policy initiatives that impact health and social services delivery
  • Advise senior leadership on complex legal, constitutional, and strategic matters
  • Collaborate with federal, provincial, territorial, and Indigenous governments
  • Promote cultural safety and anti-racism across the health and social services system

Key Skills and Abilities:

  • Strategic Policy Expertise: You can analyze complex legislation, develop policy proposals, and advise senior leadership on intergovernmental and Indigenous governance matters.
  • Relationship Building & Diplomacy: You¿re skilled at fostering trust across jurisdictions and navigating sensitive negotiations with tact and cultural awareness.
  • Analytical & Communication Strength: You synthesize diverse information, think critically under pressure, and communicate clearly across cultural and literacy levels.
  • Project & Time Management: You manage multiple priorities, lead legislative initiatives, and deliver results under tight deadlines in high-stakes environments.

Key Qualifications:

A undergraduate degree in Political Science or the Social Sciences, and three (3) years of experience working in policy development, land claim and/or self-government negotiations, communications, and/or evaluation.

Other relevant degrees may include, but are not limited to, public administration, sociology, economics, law and psychology.

Equivalencies:

A master's degree in Political Science or the Social Sciences, and one (1) year of experience working in policy development, land claim and/or self-government negotiations, communications, and/or evaluation.

All other equivalencies will be considered on a case-by-case basis.
