If you are an experienced, motivated and team-oriented individual, consider this exciting opportunity to join OCWA's management team to lead and manage large capital projects that will ensure the provision of safe, client-oriented water and wastewater services within the Southwest Region in accordance with all relevant legislation, acts and regulations. The position will also be responsible for leading the Maximo Maintenance System in the Southwest Region facilities.

About the job

In this role you will:

  • Provide expert operational input and oversee the management and administration of the provision of competitive and safe water treatment and collection.
  • Supervise all aspects and impacts of capital expansion programs on the operations of water treatment.
  • Travel within the region to the various facilities, attend site and client meetings as required.
  • Provide expert operational input to the engineering, pre-design and design plans for major plant expansion.
  • Ensure operating compliance with existing legislation and management systems.
  • Plan, lead and manage the delivery of maintenance and electrical systems, processes and technical services for water and wastewater industry clients of the Ontario Clean Water Agency (OCWA) in a defined geographic region in order to support, enable and ensure effective operational effectiveness, efficiencies, safety, and optimum asset management.
  • Lead/provide strategic/technical expertise, advice and policy recommendations to regional/OCWA management and regional clients/partners on preventative maintenance strategies and technical solutions to support client operations and OCWA business development objectives.
  • Develop asset planning, support the planning for asset management, entering new equipment, providing regular updates on the overall status of the assets.
  • Updating and managing Maximo Database, including the asset registry, preventative maintenance program and overall application improvements with a focus on overall continuous improvement of the AMM Program.
  • Facilitate workshops, provide training and assist with progress updates.

What you bring to the team

Mandatory requirements

  • Class I certificate or license: Water Treatment, Water Distribution and Supply, Wastewater Treatment and Collection, (as per O. Reg. 128/04). A minimum Operator-in-Training (OIT), as specified in O.Reg. 128/04 of the Safe Drinking Water Act and O.Reg. 129/04 of the Ontario Water Resources Act https://owwco.ca/operators/#gettingcertificate
  • Valid Class G driver's license.

Technical Skills and Knowledge

  • Comprehensive knowledge of and experience in the construction and maintenance of capital projects pertaining to water/wastewater treatment equipment, wastewater collection system equipment.
  • Project management of capital projects from start to completion i.e. blue print reading, completing scope of work, procurement, RFP's, contractor oversight, tailgate meetings, deficiencies.
  • Sound knowledge of related legislation, codes, standards, policies, and quality assurance and client service principles and practices.
  • Price and proposal development, project management and budget control.
  • Demonstrated knowledge of CMMS, Work Management Systems, and PC software.
  • Demonstrated knowledge of asset management principles and maintenance management.
  • Strong understanding of maintenance practices and their application.
  • Knowledge of the theories, principles, and practices related to the functional/plant areas of work in water and wastewater maintenance, operations, and administration.
  • Knowledge of legislation related to water/wastewater maintenance, operations, and health and safety.
  • Knowledge of project management principles/practices.

Other Essential Skills

  • Knowledge of financial resources management to develop and manage area budget.
  • Experience and knowledge of the equipment utilized in Water and Wastewater Treatment facilities.
  • Knowledge of procurement policies and procedures to oversee all stages of acquisition of goods and services and prepare RFQs and RFPs.
  • Knowledge of human resources management practices, policies and guidelines.
  • Good problem solving, planning, project management, analytical and research skills.
  • Develop, review, revise, and implement maintenance procedures and program standards.
  • Excellent interpersonal and communication skills for working with and providing support to staff, colleagues, clients, and management to ensure that all program and project requirements are addressed.
  • Prepare required detailed reports, meeting minutes, and actionable items.
  • Prepare, review and implement work plans.
  • Excellent computer skills
