ABOUT THE OPPORTUNITY

BOMA BEST is building something new. We are developing the BOMA BEST Building Operational Performance (BOP) Credential — a national professional credential that recognizes practitioners with demonstrated competence in sustainable and smart building operations. We are looking for an experienced Subject Matter Expert (SME) and Instructional Designer — or a small team combining both skillsets — to lead the end-to-end development of this program. This is a hands-on contract role. You will shape the curriculum, write the content, design the assessments, and deliver a fully packaged, exam-ready credential program. Full course content details and a project brief will be shared with shortlisted candidates. This posting is intended to identify qualified individuals and teams for immediate engagement.

WHAT YOU'LL BE DOING

Design the curriculum architecture — learning domains, module structure, and competency statements Develop course content across eight domains of building operational performance (building systems, energy, water, indoor air quality, accessibility, waste, resilience, governance, occupant experience, and smart building operations) Write scripts, storyboards, and supporting learner resources (study guide, glossary, exam prep materials) Develop module-level knowledge checks and two full-length practice examinations Build a validated question bank of 300+ items, including scenario-based and applied question formats Design the final credential examination (120–150 items) and the Examination Blueprint Package all course modules in SCORM 2004 or xAPI format, meeting WCAG 2.1 AA accessibility standards Participate in structured review rounds and incorporate feedback from BOMA BEST stakeholders

WHAT WE'RE LOOKING FOR

Required

Proven experience designing and developing a professional credential program or rigorous exam preparation course in a technical or built-environment field Experience developing examination question banks and blueprints, including familiarity with item writing best practices and standard-setting methodologies Subject matter expertise — or access to credible SMEs — in at least two of: sustainable building operations, smart building technology, energy management, facility management, or building systems Understanding of operational processes and workflows, with demonstrated ability to document procedures clearly and accurately.

Nice to Have

Relevant professional credential(s) in building operations, facilities, sustainability, or instructional design (e.g., CFM, FMP, CEM, RPA, CDET, or equivalent) Experience designing content for audiences with mixed technical backgrounds — from trades professionals to management-level practitioners Familiarity with BOMA BEST, LEED O+M, ENERGY STAR, or comparable building performance certification programs Experience producing SCORM/xAPI-compliant eLearning content and working within LMS environments Experience in psychometric review or collaboration with psychometric consultants Bilingual (English/French) capability, or a demonstrated relationship with a translation partner

CONTRACT TIMELINE

This is a fixed-scope contract running approximately nine months from engagement through final delivery at the end of Q1 2027. The work is organized into defined phases — from discovery and curriculum design through content development, review cycles, SCORM packaging, and a pilot launch in early January 2027. A detailed project schedule will be provided to shortlisted candidates.

COMPENSATION

We evaluate value for money, not lowest cost. Fixed-fee engagements are preferred. Compensation is commensurate with scope, experience, and team composition. All fees must be quoted in Canadian dollars (CAD), exclusive of applicable taxes. There is also potential for ongoing post-launch work, including annual content refresh, psychometric analysis, and French-language adaptation.
