The Assessment Services Branch is recruiting for an Assessment Officer (AS4) for our Brandon, Manitoba, location. The Department of Municipal and Northern Relations works with municipal partners to build strong and healthy communities. This includes building municipal capacity, supporting and improving the delivery of property assessment services to all stakeholders, and strengthening collaboration and shared solutions with municipalities.

Please note, Assessment Officers will be hired at the Assessment Officer 3level (AS3) $60,730-$74,574, unless the incumbent has their accreditation from AAOM, IAAO designated or an equivalent accrediting body. Those with an accreditation in property assessment would be considered at an Assessment Officer 4.

Conditions of Employment:

  • Must be legally entitled to work in Canada

  • Must provide and maintain a satisfactory Criminal Record Check

  • Must possess and maintain a valid Manitoba Class 5F Drivers licence

  • Must be able to travel by ground and air in Manitoba including overnight stays

  • Must be able to work overtime as required

Qualifications:

Essential:

  • Accreditation as an Assessor by the Association of Assessment Officers of Manitoba (AAOM), or an equivalent accrediting body. An equivalent combination of education and experience may be considered. Candidates eligible for accreditation due within 3 (three) years from date of hire may be considered on an underfill basis.

  • Considerable experience conducting inspections and assessments of complex properties for taxation purposes.

  • Strong understanding of various valuation methods, verification and classification of various properties, and mass appraisal/assessment theory.

  • Comprehensive knowledge of Manitoba Valuation and Property Assessment Acts, Laws and Regulations.

  • Excellent verbal communication skill to articulate ideas and conduct presentations before various audiences including the Board of Revision.

  • Excellent written communication skill to communicate both simple and complex information to various stakeholders.

  • Exceptional interpersonal skill to establish and maintain relationships with staff, clients, internal and external stakeholders.

  • Demonstrated ability to work independently with minimal supervision and collaboratively as a team.

  • Excellent organizational and time management skills to prioritize competing and multiple demands in a fast-paced environment.

Desired:

  • Knowledge of other computer systems in support of assessment functions such as MAVAS.

Duties:

As the Assessment Officer in this position you will:

  • Apply best practices, policies and legislation, and mass appraisals to conduct inspections of various residential, farm and commercial properties.
  • Record specific factors which affect property value, assign assessed value(s) and classify properties.
  • Calculate taxation liability within strict legislated guidelines.
  • Respond to various information requests of ratepayers within district boundaries and communicate complex assessment information to the public, municipal council and staff.
  • Defend assessments at Boards of Revision and Municipal Board hearings.

In addition, you may also participate in the reassessment of properties to verify new land rates, building modifiers, capitalization rates, market rents and expenses and vacancy losses. You may also be assisting to train other Assessment Staff and conduct quality control analysis of assessment practices.
